Vor aller Augen finanziert auch hier die EU, KfW, reine Mafia Projekte mit enormen Umwelt Zerstörungen, und ohne das je eine Zustimmung des Bezirksrates von Sarande, bzw. von Vlore vorlag. Oft erkauften sich die Banden wie in Durres, die Unterschrift des korrupten Bürgermeisters, ohne das eine Zustimmung der jeweiligen Kommunalen Behörde vorlag. Und hier liegt der Super Skandal, das man überall in Albanien mit Nghradeta Projekten, wie auch die TAP Gas Pipeline nur enorme Geldsummen stiehlt., ohne das Genehmigungs Verfahren abzuwarten.

Die Grundlage wird immer bleiben nun seit 18 Jahren, warum die EU und Kollegen so kriminell sind, das man 10.-Tausende von illegalen Bauten der Albaner und sonstigen Mafia finanziert und den Süd Balkan zerstört, nur damit man ca. 50 % der Entwicklungsgelder und Kredite in die eigene Tasche stecken kann.

Wer wieviel stiehlt ist egal, das ist einkalkuliert, wenn Milliarden Profite winken bei Entwicklungs Projekten, wo viele bekannte NATO Politiker aktiv mitmachen und überall auch gut dokumentiert ist.

Das ist zu billig, also organisiert man mit kriminellen Partnern, wie Bechtel, EU,Italienische oder Deutsche Consults, ein Projekt Volumen von 10 Millionen €, manipuliert die Ausschreibungs Kritierien, das nur EU Firmen daran teilnehmen dürfen, unter EU Supervision, welche ausdrücklich Sub Contracte verbietet. Verträge usw.. werden alle Mafiös zugeschnitten und dann erhält der Lokale Partner den Auftrag, wo dann für 100.000 € praktisch Bauschrott abgeliefert wird, wie bei Bilfinger & Berger bei den Kölner U-Bahn Bau, sämtliches Metall verkauft wurde, nie eingebaut wurde usw.. Less than 24 hours after the beach and shoreline of Ksamil were covered in a sludge of human waste, the mud fight over responsibility for the explosion of the sewerage pipe has already started.

In a Facebook message, fresh PS Deputy Alket Hyseni called for immediate action:

By making an urgent call upon the Municipality of Saranda and the Company of Water Supply and Drainage [UKS] to immediately stabilize the alarming situation, I strongly ask the executive institutions that immediately start criminal procedures, finding the responsible actors, and holding legally accountable […] those who caused this situation, which through the weak quality of the works, altered project, or abuse of funds turn out to be included in this shocking affair […].

But the perpetrators may not be those that Hyseni has in mind.

The Municipality of Saranda claimed that the entire project for the renovation of the water and wastewater infrastructure in Ksamil had been tendered out, implemented, and supervised by the European Union. The incident yesterday supposedly resulted from the fact that those construction works still weren’t finished, or had been finished improperly.

Back in 2010, the contracting authority of the project, described as the “European Union represented by the European Commission, itself represented in view of the present tender procedure by the Delegation of the European Union to Albania, for and on behalf of the Government of Albania,” posted a “Service Procurement Notice” for the “Design and Tender Documents for Sewerage Systems for Vlora and Ksamil and Works Supervision for Vlora, Ksamil, Kavaja, Lezha/Shengjin” at the maximum budget of €1.8 million.

This tender was won by IRD Engineering, which was also in charge of the supervision over the “construction of the sewerage system in Ksamil,” as they indicate on their own website.

In 2011, the EU posted another tender, this time for the construction of the sewerage system itself. Lot 1 of the tender concerned the “construction of sewerage systems in Vlora and Ksamil.” The contract, at a value of €14,381,885.61, was won by another Italian company, Friulana Bitumi SrL, together with Atzwanger SpA, as announced in the award notice from June 26, 2012. The implementation of the project is supposed to take 24 months.

Fast forward to January 31, 2017. EU Ambassador Romana Vlahutin, the successor of the Italian Ettore Sequi,** under whose authority the contracts with the (Italian) companies had been signed, visits Vlora to inspect several severely delayed EU-funded infrastructural projects, including the sewerage system of Vlora, which was part of the same contract awarded to Friulana Bitumi and supervised and designed by IRD Engineering. Ambassador Vlahutin demands assurances that the work will be finished before the summer. Ambassador Vlahutin didn’t inspect the works in Ksamil.

Two weeks ago, the media reported on the complaints of the inhabitants of Ksamil that a bad smell came from the draining holes in the street. UKS Director Sheme Luloi claimed that the inhabitants themselves were to blame, because of illegal drainage pipes they would have connected to the network. But if the entire sewerage system had just been renovated for millions of euros paid for by European tax payers, how would such “illegal” connections still be possible?

The same report states in the neighborhood were yesterday the pipes exploded, the EU project had just been finished, including 5 new pumping stations connected to the sewerage system. Nevertheless, the “project was not accepted by the Municipality of Saranda.”

To summarize: Since 2012, the EU has spent millions of EU tax payers’ money to install a wastewater system in Ksamil, which was finished 3 years too late. The moment it is finished, the municipality for whom it was built refuses to accept it (that it, it refuses to take responsibility over it), leaving the project basically in the hands of the EU.Then two weeks later, one of the pipes of the system crack open, causing massive environmental and economic damage to Ksamil.

Exit has reached out multiple times to the EU Delegation in Tirana and supervisor IRD Engineering for comment on the incident. At the time this article was published, neither responded.

Both the Albanian government and the EU Delegation continue to remain silent.

Italian-led tie-up wins 14.4 mln euro deal to build sewerage sys in Albania – TED

TIRANA (Albania), July 10 (SeeNews) – A tie-up led by Italian company Friulana Bitumi has won a 14.4 million euro ($17.7 million) contract for the construction of sewerage systems in Albania, a contract award notice in the EU’s procurement journal indicated on Tuesday.

The tender for the construction of sewerage systems in the towns of Vlora, Ksamil, Kavaja and Shengjin, attracted a total of 11 bidders, the notice in the Tenders Electronic Daily (TED) showed.

The duration of contract is 24 months.

The contracting authority is the European Union, represented by the European Commission, on behalf of and for the account of the beneficiary country.

In Ksamil, along the Albanian Riviera, several drainage pipes have broken, causing the waste of the village to flow down the streets and into the pristinely blue sea near the area of the three islands. Several videos posted online show the rivers of excrement running through the village and onto the beach.

A few days ago, the citizens of Ksamil had already complained about the bad smell coming from the drains, which had been left open by the water supply and drainage company of Saranda (UKS). Sheme Luloi, the director of the UKS, not only dismissed the worries of the citizens, but even claimed that they themselves had been causing the stench by installing illegal drainage pipes.

Only recently, an EU-funded project to rehabilitate the water supply and drainage system in Ksamil had been finished. Although €265,000 of EU-IPA money had been spent on the project, but the UNS and the municipality still hadn’t completed the work by closing all the drains and flushing out the entire system. According to Minister of Transport and Infrastructure Sokol Dervishaj, the EU project was supposed to finish in November 2016, in order to be fully operational during the 2017 tourist season.

Der Bussfahrer erzählt die Geschichte, das ihm auf seiner Fahrspur der Landrover des Arben Ahmeti entgegen kam, der gerade ein Fahrzeug in einer unübersichtlichen Kurve überholte, wo Überhol Verbot bestand und mit hoher Geschwindigkeit.

    Aksidenti ka ndodhur sot rreth orës 17:30 në kryqëzimin e autostradës në pikën kufitare Tabanoc-Kumanovë. Në aksident janë përfshirë tre makina, një prej të cilëve autobus dhe tjeri Range Rover me targa të Shqipërisë në të cilën e drejtonte ish-ministri Financave të Shqipërisë, që ka goditur një automjet tjetër.

    Arben Ahmetaj, ka marrë disa plagë dhe po ashtu kanë mbetur të plagosur edhe dy persona tjerë të cilët janë në Klinikën e Shkupit dhe në spitalin e Kumanovës.

    Kosovo Chaos Undercuts Clinton ‘Success’

    Exclusive: President Bill Clinton’s Kosovo war of 1999 was loved by neocons and liberal hawks the forerunner for Iraq, Libya, Syria and other conflicts this century but Kosovo’s political violence and lawlessness today underscore the grim consequences of those strategies even when they “succeed,” writes Jonathan Marshall.

    The insatiable appetite of America’s bipartisan foreign policy elites for military intervention, despite its record of creating failing states in Afghanistan, Iraq, Libya, Syria and Yemen, traces back to the marriage of liberal and neoconservative interventionists during the Clinton administration’s 78-day bombing of Serbia to create the break-away state of Kosovo in 1999.

    One scholar-advocate has called NATO’s campaign “The most important precedent supporting the legitimacy of unilateral humanitarian intervention.” Even Sen. Bernie Sanders was proud to support that use of American power, ostensibly “to prevent further genocide.”

    But Kosovo, which is still not recognized as an independent state by nearly half of all UN members, and which still relies on 4,600 NATO troops to maintain order, is hardly a showcase for the benefits of military intervention. With an unemployment rate of 35 percent, Kosovo is wracked by persistent outbreaks of terrorism, crime, and political violence.

    Following a series of violent street protests and wild disruptions of parliament, the leader of the radical nationalist party, Vetëvendosje, announced on Feb. 19, “This regime is now is in its final days. They will not last long.”

    That day, members of Vetëvendosje set off tear gas cannisters in parliament and tussled with police in the latest of their many protests against an agreement reached by the government last summer to grant limited powers to the country’s Serbian minority, in return for Serbia’s recognition of Kosovo. Opposition lawmakers also rail against endemic corruption and the country’s under-performing economy.

    Two days earlier, at least 15,000 Kosovars gathered in the central square of Pristina, the country’s capital, to demand the government’s resignation. In January, thousands of protesters clashed with police, hurling Molotov cocktails, setting a major government building and armored police cars on fire, and wounding 24 police officers.

    “The aim of this protest was to overthrow the government with violence,” the government said in a statement. The U.S. ambassador chimed in, “Political violence threatens democracy and all that Kosovo has achieved since independence.”

    This violence gets little attention from the American media in part because, unlike the Ukrainian demonstrators who overthrew their democratically elected government in 2014, Kosovo’s protesters are targeting a pro-Western government that eagerly seeks membership in the European Union.

    But it’s no wonder that Kosovo’s political fabric is so rent by violent confrontations. The rump state was created by a violent secessionist movement led by the Kosovo Liberation Army (KLA). That guerrilla band of Albanian nationalists was covertly backed by the German secret service to weaken Serbia. Its terrorist attacks on Serbian villages and government personnel in the mid-1990s prompted a brutal military crackdown by Serbia, followed by NATO’s decisive intervention in 1999.

    During the fighting the KLA drove tens of thousands of ethnic Serbs from Kosovo as part of an ethnic cleansing campaign to promote independence for the majority Albanian population. It recruited Islamist militants, including followers of Osama Bin Laden, from Saudi Arabia, Yemen, Afghanistan and other countries.

    President Bill Clinton’s special envoy to the Balkans, Robert Gelbard, called the KLA “without any question, a terrorist group,” and a Council on Foreign Relations backgrounder added, “most of its activities were funded by drug running.”

    None of that, however, stopped Washington from embracing the KLA’s cause against Serbia, a policy spearheaded by the liberal interventionist First Lady Hillary Clinton and Secretary of State Madeleine Albright. Without authorization from the United Nations, NATO began bombing Serbia in March 1999, killing some 500 civilians, demolishing billions of dollars’ worth of industrial plants, bridges, schools, libraries and hospitals, and even hitting the Chinese embassy. (“It should be lights out in Belgrade,” demanded New York Times columnist Thomas Friedman. “Every power grid, water pipe, bridge, road and war-related factory has to be targeted. Like it or not, we are at war with the Serbian nation.”)

    Following Serbia’s capitulation, according to Human Rights Watch, “elements of the KLA” engaged in “widespread and systematic burning and looting of homes belonging to Serbs, Roma, and other minorities and the destruction of Orthodox churches and monasteries. This destruction was combined with harassment and intimidation designed to force people from their homes and communities. By late-2000 more than 210,000 Serbs had fled the province . . . The desire for revenge provides a partial explanation, but there is also a clear political goal in many of these attacks: the removal from Kosovo of non-ethnic Albanians in order to better justify an independent state.”

    Former KLA leaders, including its political head Hashim Thaci, went on to dominate the new Kosovo state. A 2010 report by the Council of Europe declared that Thaci, who was then Kosovo’s prime minister, headed a “mafia-like” group that smuggled drugs, guns and human organs on a grand scale through Eastern Europe. The report’s author accused the international community of turning a blind eye while Thaci’s group of KLA veterans engaged in “assassinations, detentions, beatings and interrogations” to maintain power and profit from their criminal activities.

    Prime Minister Thaci and the Kosovo government strenuously denied the allegations and succeeded for years in resisting accountability. Their American friends were eager to put the past behind as well. In 2012, Madeleine Albright and a former Clinton special envoy to the Balkans bid to take control of the country’s state-owned telecommunications company despite widespread allegations of corruption, the attempted assassination of the telecommunications regulatory chief, and the murder of the state privatization agency’s chief.

    No one seemed immune from corruption. A study of the European Union’s own legal mission to Kosovo suggested that its members may have taken bribes to drop investigations of senior Kosovo politicians for rampant criminal activity.

    In 2014, a three-year E.U. investigation concluded that “senior officials of the former Kosovo Liberation Army” should be indicted for war crimes and crimes against humanity, including “unlawful killings, abductions, enforced disappearances, illegal detentions in camps in Kosovo and Albania, sexual violence, other forms of inhumane treatment, forced displacements of individuals from their homes and communities, and desecration and destruction of churches and other religious sites.”

    Under tough pressure from the United States and E.U., Kosovo’s parliament finally agreed last summer to permit a special court to prosecute former KLA leaders for war crimes. The court will begin operating this year in The Hague.

    “The sad thing is that the United States and European countries knew 10 years ago that Thaci and his men were engaged in drug smuggling and creating a mafia state,” said one European ambassador last year. “The attitude was, ‘He’s a bastard, but he’s our bastard.’”

    Whether delayed justice will clean up Kosovo’s “mafia state,” and whether belated granting of rights to the Serbian minority will ease or aggravate Kosovo’s explosive ethnic tensions, remain to be seen. One thing’s for sure: a great many people have died in the name of this great “humanitarian intervention,” and many more are still suffering for it. Kosovo is no Libya or Syria, but neither is it any kind of showcase for the benefits of U.S. armed intervention.

    A yearly European Commission (EC) report under the title 2017 Economic Reform Programmes of Albania, the former Yugoslav Republic of Macedonia, Montenegro, Serbia, Turkey, Bosnia and Herzegovina and Kosovo: The Commission’s Over and Country Assessments, published on June 6 is optimistic about economic growth in the Balkans, predicting and overall growth of the GDP over the next few years in all countries surveyed in the report, including Albania.

    The EC expects the GDP growth to increase from a project 3.8% in 2017 to 4.2% 2019, and unemployment to drop from 14.4% in 2017 to 12.5% in 2019.

    In spite of these positive predictions, the EC still sees a number of obstacles:

    • Although debt is stabilized, public debt still exceeds 70% of GDP. The EC also indicates that “the country’s fiscal adjustment plans are markedly less ambitious than in last year’s programme and aim mainly at locking-in the recently achieved consolidation gains.” This means that under the future plans of the Rama government, public debt will only decrease if the GDP continues to grow. The EC predicts a public debt of 68.9% in 2017, dropping to 62.8% in 2019.
    • “The overhang of non-performing loans still burdens banks’ balance sheets and impedes credit recovery.” In 2016, 18.3% of all loans were non-performing, an increase from 17.7% in 2015.
    • “Inefficiencies in the energy sector, including insufficient security of supply, continue to weigh on Albania’s competitiveness. “
    • “The lack of clarity around land ownership is among the key constraints on Albania’s economic development, affecting a number of sectors including infrastructure and industrial development, agriculture, the property market and access to finance.”
    • “High structural unemployment and inactivity and a widespread skills mismatch are the main challenges for the labour market.”

    Nachdem Banken keinen Kredit gaben, welche die Lizenz für ein Parkhaus in Vlore nicht akzeptierten als Sicherheit, wurde Gjerjj Bojaxhi, Anteil Eigner der dubiosen Offshore Firma TIS Park, indem er 225.000 $ von seinem Konto auf das Konto der Firma überwies, mit einem Vertrag, das er 12 % pro Jahr garantierte Verzinsung erhält, was nie geschah. Woher hatte Bojaxhi soviel Geld? Vor Gericht klagt er nun mit Zinsen diese Geldsummen ein. Der Oberste Rechnungshof kritisierte die Lizenz als illegal, verlangte die Kündigung der Lizenz und sogar der unterzeichnete Präfekt war gegen die Lizenz, unterschrieb, als viel Druck gemacht wurde. Die Bauarbeiten sollten per Vertrag von der Baufirma eines Stadt Direktors durchgeführt werden, womit Alles gesagt ist, wo viele Firmen schon untergingen. Gentian Sherifaj Baufirmen Eigentümer EN-BJO Sh.P.K. und zugleich war er Stadt Direktor für Verwaltung und Sicherheit, also ein Original Mafia Posten. Die Lizenz unterschrieb der inzwischen zu einer Haft Strafe verurteilte Ex-Bürgermeister ! Weitere Beteiligungen der Mafia hatte Bojahiu, darunter die Öl Betrugs Firma: Everest Oil, mit der Italienischen Mafia Politik zusammen auch an Petrolifera beteiligt, was an Wesley Clark und dem Betrugs Öl Lizensen von Bankers Petroleum erinnert. Sulo Shehu, erklärt die Betrugs Grundstücks Geschäfte, weil er sollte gegen Beteiligung ein 30.000 qm grossen Küsten Grundstück vor Jahren an Gjerji Bojaxhi verkaufen, was er mit Gewinn an Petrolifera verkaufen wollte, welche heute dieses Grundstück in Besitz hat, wo wie Standard ist, die Dokumente zum Verkauf im Argita Berisha Modell des Grundstücks Betruges zusammen gefälscht sind und waren.
