Der Energie Konzern CEZ, bestÃ¤tigte inzwischen, das die Bankkonten beschlagnahmt sind in Albanien: NatÃ¼rlich ohne Gerichts Verfahren, auf Antrag der Energie Regelungs BehÃ¶rde, welche die Gerichtsvollzieher (viele Gerichts Vollzieher sind einschlÃ¤gig Vorbestrafte, u.a. auch aus Deutschland, welche sich die Jobs gekauft haben) beauftragten, die Bankkonten zubeschlagnahmen. Welche Logik, wenn sich Viele beschweren, das technische Defekte nicht beseitigt werden, aber dies auch nicht mÃ¶glich ist, wenn Bankkonten gesperrt sind.

Man kann auf jeden Fall verstehen, das die Albaner und Kosovaren versuchen ihre GeschÃ¤fte in Albanien zuschliessen, zuverkaufen und zubeenden, wegen Non-Stop Betrug und Erpressung, bis zur vorsÃ¤tzlichen ZerstÃ¶rung der “Touristik Zone’s”, was ein Staats Verbrechen ist.

Noch dÃ¼mmer kann man ja nicht mehr sein, wie die Berufs Ganoven in diesem Wirtschafts Ministerium sich auffÃ¼hren. FÃ¼r 3 Millionen â‚¬ – 430 Millionen LEK, will man jetzt die Bankkonten des Energie Konzerns CEZ beschlagnahmen, was an den persÃ¶nlichen Diebstahl des Kosovo Innenministers B. Rexhepi erinnert vor kurzen von 1,4 Millionen â‚¬ von der Ã–sterreichischen Bundesdruckerei, was auch nur ein 10 % Bestechungs GeschÃ¤ft im Kosovo war. Um schnelle Erfolge feiern zukÃ¶nnen, ebenso fÃ¼r schnelle BÃ¶rsen Gewinne, ging der CEZ Konzern den Weg der Bestechung und beteiligte direkt Landes weit bekannte Verbrecher aus dem Hause des Ilir Meta und direkt die Regierung an ihrem Unternehmen als Inkasso Firmen, ohne Risiko und mit enormen Gewinn Spannen. CEZ unable to fulfil licence requirements

CEZ Company gave an official answer to the Energy Regulation Entity by saying that they cannot fulfil the conditions set by the ERE in order to keep the licence.

Confidential sources from ERE declared for Top Channel that CEZ cannot make imports due to the difficult financial situation that according to them was caused by the penalizations from the Albanian authorities.

CEZ declared in the letter sent to ERE that the non-favourable environment in Albania and the bad government decisions have plunged the company in a financial crisis that doesnâ€™t allow them to fulfil the obligations.

CEZ denies the accusations and declares that the energy cuts were due to the bad weather, storms and illegal interventions in the network by unauthorized persons.

CEZ reminded the massive fines and claims that the court verdicts have always been against them, bringing the company to a financial collapse.

After this answer, ERE will review the claims and within this week will decide for the licence. ERE claims that the arguments given by CEZ donâ€™t stand, but they will undergo a detailed review anyway.

Chances are that ERE will revoke the licence, but this procedure would take another month. On January 20th the distribution monopoly might return to the government after a three-year failed experiment with the privatization.

CEZ: Interruptions are not intentional

One day after being accused by the Ministry of Economy for intentional power limitations, the CEZ Company denied the accusations and declared that the power cuts were due to the bad weather, the storms and illegal interventions in the network by unauthorized people.

CEZ says that they have mobilized more than 800 employees during the weekend to quickly resolve any defect. According to CEZ, another cause was the increased consumption that damages their equipments. The Czech Company says that they have had delays in replacing these equipments, due to the financial difficulty.

CEZ says that ERE has blocked all their bank accounts until they will pay the 430 million ALL fine. CEZ says that all institutions have been informed about this problem, including the Ministry of Economy.Â http://www.top-channel.tv/english/artikull.php?id=7824

Albania regulator has decided today to revoke the business license of CEZ ShpÃ«rndarje. According to ÄŒEZ, these steps are in violation of the local legislation, and the corporation is going to lodge a formal protest against the decision. At the same time, ÄŒEZ is going to take first steps to initiate an international arbitration.

Together with its decision to revoke the business license, the Albanian regulator also appointed an administrator who should under the regulatorâ€™s supervision take over the companyâ€™s management, including all decision-making competencies and responsibility for the companyâ€™s operations; the administrator will thus assume the rights and power of CEZ ShpÃ«rndarjeâ€™s statutory bodies. The existing owner, the ÄŒEZ Group, thus loses all shareholder rights and has therefore no chance how to defend against this de facto expropriation. ÄŒEZ in principle opposes this conduct, with decisions on the companyâ€™s management and operations to be done solely by the regulating authority, and considers it incompatible with any European standards but also with any Albanian laws. Therefore, the company is going to take legal action immediately and notify the Albanian Government of its intention to initiate an international arbitration.

The situation in Albania got more complicated early last year when, due to the drastic drought of last year, the Albanian state-owned company of KESH had to import power from abroad for much higher prices, which brought it on the verge of bankruptcy; the company would not have survived without receiving help from the Albanian Government. The local Government tried to resolve the situation early this year with a decision unprecedented in Europe: All costs were placed on the shoulders of the foreign investor, ÄŒEZ Shperndarje. Therefore, as of January 1, 2012, the local regulator ordered that the price charged to the foreign investor for power taken from KESH should be 91% higher. Following intensive negotiations, this negative impact could be partially alleviated by the regulatorâ€™s new decision to reduce the price of input power supplied by the KESH state-owned power plants from 2,830 to 2,200 ALL/MWh, which lowered the year-on-year price growth from 91% to 49%. Furthermore, a study was approved that determined the initial value of bad debt. However, the Albanian tax authorityâ€™s order imposing a penalty of ALL 4 billion (approx. EUR 28 million) for outstanding taxes and penalties and another ALL 430 million (approx EUR 3 million) for failing to meet the agreed electricity import levels has brought yet another turn in the matter. In early October, the ÄŒEZ Group changed the staffing of the Supervisory Board and the Board of Directors of ÄŒEZ Shperndarje, replacing the original personnel with independent experts in order to calm down the heightened style of negotiations.
