The government has admitted that the foreign companies that export millions of USD in oil from Albania have not paid any tax on profit for the last eight years. The Minister of Economy, Nasip Naco, said that the companies have been declared with losses.Â
The companies declared hundreds of millions of dollars in payment expenses. Mr. Naco declared that the government is unable to verify if the balances are regular or abusive, since there is no expertise for it.
“That’s all the knowledge that we have in this area. It is the National Agency of Petroleum the one that checks them. We haven’t been able to make an accurate inspectionâ€, Naco declared.
According to him, the Socialist Party is partially responsible for the fact that the budget takes no money from the oil reserves, since they signed the concessionary agreement in 2004.*
Some days earlier the government approved the law for the privatization of Albpetrol, which inspects the concessionary oil agreements.
The oil experts have calculated that 900.000 tons of oil have been produced annually, or more than 450 million USD. Kosovo might issue reciprocity measures against Albania, since Albania is still applying the reference price for the potatoes produced in Kosovo, and this makes the Kosovo producers unable to compete in the Albanian market.Â
The Kosovo Minister of Trade and Industry, Mimoza Kusari Lila, declared through a phone conversation with Top Channel that they are waiting for a positive answer from Albania until the next week, or Kosovo will be obliged to apply the reference price for goods coming from Albania.
This was the reason why dozens of potato farmers from the Vushtria commune have blocked the Prishtina-Mitrovica road.
“The Nation’s Road proved to be narrow for the Kosovo goods. We want a local market and export for the Kosovo potatoesâ€, were some of the slogans launched by the potato growers.
“This is unacceptable for our merchants who have had agreements, and also for the traders from Albania. They used to come here on their own, but now they are unable to do it, because the price is too high, and the potato remains on stockâ€, declared Tahir Tahirim Chairman of the Kosovo Agricultural Union Federation.
The potato growers declared that large amounts of potatoes have been unsold. They blamed the Ministry of Agriculture and Trade for lacking of plans that would secure the market for selling goods that are produced for export.
Besides this, the Kosovo farmers declared that they feel cheated with the government officials not fulfilling an agreement that secured the export of potatoes produced during 2011.
The protesters asked the government to provide compensation and find a solution, otherwise they will throw the rotten potatoes at the government building.Â

Petroleum Corporation who owns Petromanas Energy Inc who again owns (Blocks A, B, D, E, 2 & 3) or more than 1.7 million acres across Albania’s Berati thrust belt including the Kruj area which has huge potentials. They say that after Russia Albania has the second largest gas reserves in Europe.
Well it would take a while to explain the whole thing but as far as I know they sold their drilling rights to a Canadian company which in turn offered them lots of cash and a piece of the company itself.
Manas is not a big company at all and they have no drilling equipment or anything. This Jewish guy Alexander Becker who was born in the Kyrgyz Republic in the former Soviet Union somehow (as far as I know with the help of a Croatian geologist) got a (Production Sharing Agreement) or as it is also known as the exclusive license to drill in the most promising area in Albania and maybe Europe. He in turn hired a Canadian company to get it out of the ground.

Brace: “The oil concession scandal”

The Socialist MP, Erion Brace, declared on his Facebook page that the Minister of Economy, Nasip Naco, lies when he accuses the opposition of the oil concessionary agreements that have caused of millions of dollars of damages to the state budget.
According to Brace, the Socialists have signed only one of four agreements that were in total, and not for 25 years of exploitation or for four oil resources, as the Democrats did after 2005.
For more detailed arguments about the scandalous way how the national oil assets have been exploited, Brace referred to Steam Oil Company, for which he says that although it has started taking profits from oil, their investment plan has not been approved by any institution and that it was even rejected by the academics and the National Agency of Natural Resources.
According to Brace, these facts show that the oil concessions for the next 25 years are a responsibility of Berisha’s government.
In another argument, Brace relates the justification of the Minister of Economy to the fact that Albania has no expertise for controlling the oil companies that have not paid any income tax so far, and the government is using this as a justification for the Albpetrol sale. MP Brace referred to the Ministry of Economy data, saying that one of the companies has declared 936 million USD in expenses and only 700 million USD in income.
From 936 million USD in expenses, 500 million have been declared as capital investments and more than 400 million USD in operative and administrative expenses or wages and advertisments, when they have only 360 workers. Brace says that this data prove that this is a clear lie, because the companies have inflated expenses on papers and have decreased the income dramatically.
“This is the theft of the century, that will continue for 25 yearsâ€, Brace concludes.

Zusammen mit der italienischen ENI und der südkoreanischen Kogas erhielt er die Lizenz für das Zubair-Feld. Allerdings hält Occidental nur 25% der Anteile. Das bedeutet: Es sind im Irak vor allem Westeuropäer, Asiaten und Russen im Ölgeschäft.
Die irakische Regierung ging bei aktuellen Auktion überaus behutsam vor. Wohlwissend, dass jeder unüberlegte Schritt innenpolitische Konflikte schüren könnte. Um altbekannten Parolen vom vermeintlichen Verhökern nationaler Reichtümer die Grundlagen zu entziehen, bemühte sie sich um möglichst viel Transparenz. Deshalb fand die Versteigerungsrunde sogar live im irakischen Staatsfernsehen statt. Auf der anderen Seite vermied die Regierung in Bagdad, Die ausländischen Ölfirmen müssen eine zusätzliche Körperschaftsteuer in Höhe von 35 Prozent abführen. sich auf Verträge über eine Produktionsbeteiligung (Production-Sharing Agreements) einzulassen. Sie bot stattdessen die sogenannten Development oder Service Contracts an.
Dabei fördern die ausländischen Firmen Öl für ein bestimmtes Entgelt, das je nach Ergiebigkeit der Felder von 1,15 bis 7 US-Dollar pro Barrel variiert und vom Gewinn finanziert wird.
So bekommt Shell beispielweise zunächst für jedes geförderte Barrel vom Madschnun-Feld 1,39 US-Dollar. Der Rest geht an den irakischen Staat.
Die ausländischen Ölfirmen müssen eine zusätzliche Körperschaftsteuer in Höhe von 35 Prozent abführen.

Am Samstag setzten sie sich zusammen mit dem staatlichen norwegischen Statoil-Konzern bei der Versteigerung gegen die britische BP, Frankreichs Total, Chinas CNPC und die malayische Petronas durch. „Wir haben jahrelang um West-Qurna2 gekämpft“, freute sich Lukoil-Chef und Hauptaktionär Wagit Alekperow in Moskau.

Die Staats Aufsicht stellt fest, das das Wirtschaft Ministerium vollkommen inkompetent ist, ueberhaupt Vertraege zu kontrollieren, was zu einem enormen Betrug auch rund um die AlbPetrol Privatisierung fuehrt. Identisch mit Bankers Petrol usw.. Wie in allen Ministerien sitzen nur totale Idioten ganz oben, wie in allen Institutionen.

Kontrolli i Lartë i Shtetit pas një periudhe 15 mujore, që nis prej datës 31/12/2010 deri më 30/3/2012â€, ka publikuar raportin e auditimit të kompanisë së nxjerrjes së naftës Albetrol Sh.a, ku vë re një seri shkeljesh për të cilat propozon edhe masa konkrete, kallëzime penale dhe masa administrative.
KLSH i klasifikon shkeljet ligjore në katër pika.
Në të parën Kontrolli i Lartë i Shtetit thekson pafuqishmërinë e plotë të Ministrisë së Ekonomisë dhe strukturave drejtuese të Albpetrol në zbatimin e marrëveshjeve të hidrokarbureve të lidhura me kompanitë e huaja.
Raporti thotë se administrata e Albpetrolit nuk ka mundur të ushtrojë autoritetin që ka për vlerësimin dhe zhvillimin e zonave të kontratave, duke pranuar dhe miratuar në vazhdimësi të gjitha kërkesat e bëra, të cilat në përgjithësi kanë qenë nga viti në vit me devijime të theksuara nga marrëveshjet.
Si pasojë KLSH konstaton se detyrimi total i kompanive të huaja që operojnë në bazë të Marrëveshjeve Hidrokarbure deri në fund të muajit Prill 2012 është në vlerën 38 199 500 USD , ku detyrimi me i madh financiar i perket Bankers Petroleum Albania Ltd†që llogaritet në vlerën 30 221 000 USD, duke vijuar me “Stream Oil&Gas Ltd†në 6 744 075 USD për naftën dhe për gazin 2.4 milion USD.
Kompania “Sherëood International Petroleum, Ltdâ€, në vlerën 216 890 USD për naftën. Kompania “IEC Visoka Inc†1 018 100 USD për naftën.
KLSH thotë se i gjithë ky detyrim ka ardhur si pasojë edhe e paaftësisë së Albpetrolit për të siguruar vend-depozitat e naftës, problem i cili nuk ka gjetur zgjidhje.
Në pikën ku nënvizohet Gjendja e debitorëve dhe kreditorëve si dhe zbatimi i ligjshmërisë për inventarizimin e pasurisë KLSH vë re se ARMO Sh.a është debitori më i madh kundrejt Albpetrol Sh.a me shumën 5 ,374,445,691 lekë. Për këtë KLSH rekomandon masa për mbledhjen e detyrimit financiar, duke ndjekur të gjitha procedurat e nevojshme administrative dhe të gjitha shkallët e gjykimit, per arkëtimin e borxhit nga kompania ARMO, dhe kompanite e tjera debitore ndaj Albetrol, që në total kapin shifrën e detyrimit financiar kundrejt kompanisë së vetme të nxjerrjes së naftës në vend në 90 milionë dollarë.
