Peinlichkeit eines Mafioesen Staates: Der Buergermeister von Sarande Stefan Cipa, hat keine Polizei um kriminelle Bautaetigkeiten zu beenden

Mangels einer Polizei in Albanien, hat ein Bürgermeister auch wegen den total korrupten Präfekten der Salih Berisha Mafia, keinerlei Executive in Albanien. Oft sind es Freunde der Tropoje und Kukes Polizei Chef, Einer dümmer wie der Andere.

Und auch in Sarande, ist die Justiz so korupt, das Null Gesetze gelten, noch Anweisungen von einem Bürgermeister.

Richter weigern sich die Gesetze gegen illegales Bauen und Grudnstücks Raub umzusetzen, darunter sofortige Beschlagnahme der Baumaschinen und Fahrzeuge usw.. Der Tourismus wird total ruiniert, was jedem klar ist, der eine minimal Intelligenz hat, nur eben nicht diesen Banden. Man schiest sich sogar die”Baugenehmigung” und Grundstücke aus, wie im Wild – West und bei den Hunnen und Taliban.

Der neue Bürgermeister von Sarande, Stefan Cipa, übergab schon ca. 50 kriminelle und illegale Bauten der Staatsanwaltschaft, und verspricht das die Anzeigen der Stadt im 3 stelligen Bereich sein werden, weil der Tourismus zerstört ist.

Noch peinlicher sind die korrupten Richter in Sarande (und in Durres und Vlore), identisch wie in Durres, oder Vlore, welche einen schnellen Abriss, oder Stopp der Bauten verhindern, weil die Polizei Spitze oft Partner in diesem kriminellen Enterprise (diesmal die Salih Berisha PD) ist.

Saranda Mayor appeals for help

SOS Saranda, this is the desperate appeal from the Saranda Mayor, Stefa Çipa. A Mayor publicly admitting his powerlessness against of the court is an unprecedented case. 

Cipa blocked all construction permissions given a few days before the elections, which are abusive and against the law. But the builders have found an ally at the Court of Saranda, which has rejected the Municipality’s suspensions with some decisions. The court declared that they will argue the case after reviewing the basis. 

The Saranda Mayor fears that even if the court will rule in favor of theMunicipality, these objects will be fully constructed by then and the demolishing would be very difficult. Through a touching appeal, Cipa says that he has notified everyone:

“I appeal the personalities and institutions that have received my reports, as Mayor of Sarande, to put in motion their depending structures for saving Saranda. Saranda is facing urban destruction, thatcould destroy it as a tourist town. Let us save what we acn and what has remained. Mr. President, Mr. Prime Minister, Mr. Minister of Justice, Mrs. Prosecutor General, Mr. Chairman of the High Council of Justice, Mr. Vice Chairman of the High Council of Justice, hear our voice and save Saranda, because this town belongs to everyone, even to you”, Cipa declared.

A beautiful little tourist attraction in the Ionian coastline, Saranda has had a construction boom recently, often without criteria. This situation was reported by Top Channel reports “Other Albania”. Saranda remains one of the preferred tourist destinations. the Albanian President has visited it twice only this year, while the Prime Minister seems to have a weakness for the Xarra area, with the Socialist Head of Commune of which he has good cooperation.

The Shen Thanasi church in Bularat village, Gjirokaster, was stolen and some of the icons were taken by the intruders, according to local police. 

The robbers have taken 27 ancient icons, while the new ones were found damaged on the floor.

After investigation, the police declared that they have identified the author. He is Niko Cakaj, from Skrapar. This is not the first time that this church is being robbed.

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

The inescapable conclusion stemming from the pertinent materials is that the heinous crimes can be traced to the uppermost administration levels  in Pristina. The office of Serbia’s war crimes prosecutor says the KLA command posts were sited in the Prifc and Tropojë villages. Tropojë, the place to which mujahideen flocked from across the world, was where the KLA headquarters functioned. For a reason that invites guesswork, the Haradinaj brothers – Nasim, Shkelzën, Daut, and  Ramush – are known to have frequented the village hospital. Tropojë, Kukës, and Bajram Curri served as the training bases, the latter also hosting wounded KLA guerillas at a medical centre. Captive Serbs, Roma, and Albanians “guilty” of disloyalty were held in hangars near the abandoned barracks and firing ranges. An illicit detention facility was set up at the Deva deserted mine, with tunnel outlets on both sides of the border, and used to torture the captives or to extract organs from the healthier of them. The Viçidol village is located not far from Tropojë – in April, 1998, it was visited by the entire KLA command which stayed at a house owned by the family of Albanian premier Sali Berisha. The reception was coordinated by Suleiman Berisha, the brother of the premier’s uncle and the man who kept in touch with the Kosovo envoy to Tirana. The village was the start of a route massively supplying arms to Kosovo (to the Junik and Borovina villages in the proximity of Decani), and, moreover, members of the Berisha family tentatively were a part of the hierarchy in a criminal group which kidnapped people to extract their organs for sale in West Europe where a heart or a kidney can cost as much as Euro 120,000. A big camp where up to 200 guerillas per shift were trained existed right in Tirana and was equipped with a hospital. Funds were poured into the KLA internationally, mostly from Switzerland, via the Tirana-based Dardania Bank (10).

Eduard Kukan, teurer Schwafler der EU, verkündet Nonsens in Tirana: Biometric Passports / Identity theft

Eine unnütze teure Reisetruppe mehr in Tirana, die niemand braucht und auch Nichts Neues bringt. Nennen wir es EU Reisebüro für Profil Neurothiker, welche Nichts zustande bringen ausser Papier Reporte, ohne Sinn und Inhalt.

Im September hatte Eduard Kukan noch dieses gesagt: nun sieht er plötzlich nach nur 2 Monaten schon Fortschritte

Die Peinlichkeit gewisser Gestalten der EU und auch der Amerikaner, kann man immer wieder beobachten, wie in einem Meerschweinchen Versuchs Käfig, was die für dummes Zeug von sich geben.

Eduard Kukan, spricht für Tirana vom richtigen Wege, was extrem lächerlich und auch dumm ist. Er sieht “same positives” , wobei die Anforderungen wohl inzwischen bei unter -100 % liegt, weil Albanien ist viel schlimmer wie ein Gaddafi Regime.

Selten hat ein kurzfristigr Fortschritt, länger wie 12 Monate gehalten und irgendein Gesetz, oder Papier, was nie in Funktion kommt, ist Geld und Zeitverschwendung. Am man feiert seine eigenen Erfolge, nie nicht existieren, was an der Null Polizei und Justiz sehr schnell zusehen ist und den vielen Kriminellen in der Politik und Adminstration, wie am Grundstücks Raub in ganz Albanien, wo die Polizei Direktoren erneut eine besonders wichtige Rolle spielen. Nennen wir des Terror pur, gegen die echte alte Bevölkerung und auch Investoren.

Die dümmsten und teuersten EU Gestalten, wie Eduard Kukan, sind verantwortlich das Milliarden im Kosovo und Albanien versickert sind, was der EU – Kommissar Chris Patton schon in 2002 kritisierte. Seitdem hat sogar noch eine schnellere negativ Entwicklung, bei den EU Politikern eingesetzt, die ein kriminelles Enterprise finanzierten, ohne Justiz wie die wikileaks cables eindrucksvoll bestätigten und Selbige sind bekanntlich von Albaner Politikern bestätigt worden, wie auch von dem Hauptschreiber dem damaligen US Botschafter John Withers.

Wie bewiesen sind Albanische Garantien, auch per Gesetz nichts wert. Trotzdem schwafelt der nächste Dumm Justiz Minister Halimi, erneut etwas davon, was man garantieren will. Einfach lächerlich, wenn selbst International gültige Verträge, Garantie Gesetze bisher inklusive Verträgen mit der KfW, Siemens nicht erfüllt wurden, bzw. nur sehr sporadische Funktionen haben. Und von den Pleite und Betrugs Projekt Finanzierungen in Albanien durch die EBRD Bank, wollen wir nicht anfangen.

EP: Tirana on the right track

The European Parliament sees with enthusiasm the latest developments in Tirana, regarding the approval of laws that require qualified majority and for the Electoral Reform.

The head of the European Parliament for Southeastern Europe, Eduard Kukan and the Socialist EMP, Hannes Swoboda, declared for Top Channel that what Albania mostly needs now is war against corruption and a justice system working in full accordance with the European Standards.

Top Channel: Mr. Kukan, have you followed the recent development in Albania?

Kukan: I am following it closely and fortunately I can say that we are receiving good news from Albania. Knowing the situation of the country for a long time, I would like to be convinced that this tendency of good news will be permanent. We must say that there have been some movement in the political scene, and everything shows that there is a positive dialogue between the political parties, which must be encouraged by all means.

It happened too late for being included in the EC progress report, but this doesn’t matter. What is happening there is a good thing. We have proofs for this, and we hope that the future will bring more opportunities for confirming this positive trend. We will hold the inter-parliamentary dialogue in Tirana on 8 and 9 December. We hope that this will show that the previous positive signals were not accidental.

Swoboda: I think that these changes are positive and need both sides to come together. I think that Albania has finally understood the message that both political families of the European Parliament have given. Sometimes it takes time until the information goes through the channels of different political groups, but I think that it is important that they have agreed. It is not that simple to speak about the past, why it was not possible before and who did what, but it is possible to talk about the future.

For the future of Albania, the tow main political groups have to work together. ….. Bla, Bla, Bla – Shame, over the EU – Idiots!

Jetzt gestalten sich die Raubzüge nach Albanien, das man vor allem sich Idenditäten mit Hilfe korrupter Beamter zusammen stiehlt und so Biometrische Pässe, wie auch komplett neue Identitäten erhält. Das ist bei Vorstrafen besonders wichtig und Etliche Morde und Hinrichtungen bezeugen, das das System sehr erfolgreich ist, sich neue Idenditäten zu erkaufen. Oft gesehen, die Prominenz der Verbrecher, rund um die Rruga Taulantia, Hotel – Restaurant: Aragosta und Co. wo sich viele Kosovo Gangster vor einem Jahr tummelten und Polizei Chefs, wie in alter Zeit vorfuhren im teurersten Restaurant von Durres.

Identity theft

On November 15th, the Press Office of the Interior Ministry notified the public for the new procedures of equipping people with biometric passports.

The Interior Ministry has issued an order on November 11th, after being advised by the General State Police. This decision gives to the police the previous role in the distribution of passports.

“According to this procedure, the Albanian citizens who apply for biometric passports must be equipped with an identification form from the police department of their living area”.

The identification form is approved by order of the General Chief of Police. A copy of this form must be presented to the Civil Registrar employee. The truth why this role has returned to the police, is that dozens of people stole others’ identities, especially by Kosovo citizens who have applied for Albanian citizens, to gain free movement in the EU.

A bigger concern is created by Albanian citizens who have been banned to enter EU countries after the visa liberalization, and for this reason they have used fake identification.

Safe sources from Top Channel say that foreign polices agencies have notified our country in two occasions, when these citizens have been arrested and have resulted with biometric passport of other people. Police has started investigation for dozens of cases, since the Albanian penal code doesn’t have identity theft as a crime.

Albania, where thoughts can be stolen

The European Union criticized the Albanian government for the slow progress in protecting the intellectual property, a key obligation of the Stabilization Association Agreement.

“We have noted a slow progress in the approximation with the EU legislation about the copyright issue and protection of industrial property. Albania needs to fulfill the SAA obligations”, declared the EU Ambassador in Tirana, Ettore Sequi.

Mr. Sequi was invited in a conference organized by the American Chamber of Commerce, which noted a series of problems on why Albania has stalled in this area.

“There’s a low number of cases that have been brought to justice; lack of experience and qualification of the judicial system and low awareness for the significance of the protection of these rights. There is also the need for a better coordination between the agencies that observe the current copyrights”, the Ambassador declared.

“The law fully approximates our legislation with that of the EU”, declared the Minister of Culture, Aldo Bumci.

The vice US Ambassador, from the pioneering country for the protection of intellectual property explains why this is an absolute priority.

“Many diplomats, my colleagues in different countries of the world, always ask why USA gives so much importance to the protection of intellectual property. The answer is simple. It is the protection of these rights what has encouraged technology and innovation, by improving the life of millions of people all over the wold”, declared the vice US ambassador, Deborah Jones.

Representatives of many international companies say that piracy keeps foreign investments away.

“When I visited Albania, someone asked me if Microsoft would open any production center in Albania. And my answer was that it couldn’t happen with this piracy. The labor cost here is low, and it is a wise decision to invest here, because one could save money with that cost, but as long that the intellectual property is not protected, it is difficult for someone to take the decision and invest here”, declared Evgemi Danilov, representative of the Microsoft Company.

Piracy in Albania can be found everywhere, and it is not limited only in the internet area, but in all media industry.

“Some of the concerning problems are the broadcasts of licensed and unlicenced cable TV operators. These operators have openly abused with the programs of ‘Digitalb’”, declared Sokol Nako, legal representative of Digitalb.

The protection of intellectual property is a key obligation for Albania to join EU.

Durres, prison guard arrested for drugs

Durres Police arrested a prison guard over drug dealing charges.

The arrested is the 41-year-old Arben Voci, from Xhafzotaj, who is accused of distributing narcotic substances to the Durres inmates.

The Interior Control Service had received information for the activity of the prison guard, after finding a considerable amount of drugs in one of the cells.

Arben Voci was accused of trading narcotic substances, while the materials were sent to the Durres Prosecution.  Kommentar: Die Ortschaft Xhafzotaj, ist eine rein kriminelle Ansiedlung bei der Drogen Metropole SHIAK und rund um die Verbrecher Kartelle des Dashamir Gjoka. Vidhet kisha e Shën Thanasit, identifikohet autori

27 ikona janë vjedhur gjatë natës në kishën e Shën Thanasit, në Bularat të Gjirokastrës. Policia ka nisur hetimet dhe pas mbledhjes së informacioneve të para, ka identifikuar autorin e dyshuar të vjedhjes, Niko Cokaj, nga Skrapari. Ai ka prerë fillimisht telat e energjisë elektrike që furnizonin kishën dhe më tej është futur brenda nëpërmjet dritares.

Sipas policisë, ndaj Cokajt para një muaji kishte nisur procedimi penal në gjendje të lirë për dhunimin dhe prishjen e varreve të rilindësve. Policia dyshon edhe për dy bashkëpunëtorë të tjerë, të cilët e kanë ndihmuar Cokajn në realizimin e vjedhjes.

Kisha e Shën Thanasit ka rënë disa herë pre e grabitjeve gjatë viteve të fundit.
