Vor allem wird in der Amtszeit der Non-Stop Skandale des Lulzim Basha und des sogenanntes Wirtschafts Ministerium (9 leitende Direktoren des Wirtschafts Ministerium wurden festgenommen ), ermittelt. Bereits bei Amts Antritt war jedem Fachmann klar, das Lulzim Basha, die Albanische Polizei vollkommen ruinieren wird. Grund war ganz einfach, das viele sogenannte Politiker nur ihren Betrugs Geschäften nachgehen und fast immer inkompetent und vollkommen korrupt sind.

The scandal for the fuels sold to the Albanian market from 2009 to 2010 is extending. Authorities of the Interior Ministry and the Public Procurement Agency are under investigation by the Task Force over power abuse suspicions, after verifying three oil tenders that were held in 2009.Â
Sources said for Top Channel that the files belonging to 2009 have been separated from the “Vergine Oil†voluminous file. The tender was won by the Euroil Company and its President, Hajri Elezaj, won the right to supply it to all state institutions, from the Prime Ministry, Ministries, Secret Service and other agencies.
Sources say that the tender involves hundreds of tons of fuels and there are suspicions for multiple infringements.Â
Tirana Prosecutors gave no names for the employees that are under investigation for the moment, due to the secrecy, but they declared that the investigations are being made in two institutions, the Interior Ministry and the Public Procurement Agency. British Ambassador: Enough with words, we want reform
Tirana (ALBANIA), 30 november, 2011, NOA – The British Ambassador Fiona McIlwham said today that EU considered that not enough words but progress in reforms in Albania institutions.
She said in the press release; “The work of the committee for parliamentary reform is more important: it is vital to advance the EU integration process, is vital for democracy in Albaniaâ€.
Ambassador estimates that deputies involved in these groups, as well as heads of their parties have now an important opportunity to prove the skeptics are wrong and to show progress.

In the battle to combat corruption among Europe’s less developed countries, Albania is known to be facing one of the toughest struggles. The country’s politicians, however, are coming together in a rare show of unity to tackle the problem.

Many international organisations have identified corruption as one of the main problems of Albania’s post-communist history. The country, rated Europe’s second-poorest following Moldova, has been urged to intensify its efforts against corruption and the threat it poses to development. Apart from the economic consequences, corruption could also mar Albania’s prospects for EU and NATO integration.
Recognising the significance of the problem, Albanian politicians have signalled a rare willingness to unite in the name of national interest. The government has consented to an anti-corruption programme proposed by the opposition and to contract a foreign auditing company to inspect the bank accounts of senior politicians and officials, according to a recent report by the Institute for War and Peace Reporting (IWPR).
On the basis of local media reports, IWPR concluded that corruption in Albania was highly evolved and ranged from gifts to politicians such as cars and apartments to smaller cash bribes for lower-level officials. “Millions of dollars disappear through this way of governing, money which could be better used on education, hospitals or energy resources,†the IWPR quoted independent analyst Fatos Lubonja as saying.
Pandeli Majko, the new prime minister, has identified the fight against corruption as a top priority of his government. In Lezha on 4 March, he said increasing transparency in the activities of state structures was an obligation of the administration, which, he stressed, was “just a manager but not an owner of the money of the Albanian taxpayersâ€.
The Citizen’s Advocacy Office is an NGO established about three months ago to fight corruption at the state level. Kreshnik Spahiu, an attorney who heads the organisation, told Radio Free Europe that his office is recording an average of ten new corruption cases a day and that the scope of submitted complaints and accusations was surprisingly wide. He himself was solicited for a bribe by the state telephone company when he wanted to get new phone lines for his office.
Zef Preci, a former minister of economy and privatisation, said there was corruption in almost all branches of the state and that it stood behind public fund transfers. For him, corruption was worst in the justice system, and followed by the government and state-controlled structures.
In Lezha, Prime Minister Majko expressed support for a collaborative effort between politics, “whatever its colours areâ€, and Albanian citizens. He added, “This is a struggle between the law and anti-law, between progress and regression. Whatever the cost and time it takes, it doesn’t have a chance to fail.â€

Nikolla Pano, Professor at the Western Illinoi University, says that the legal system in Albania needs de-politicization and removal of unqualified people.
In an interview for VOA, the history professor declared that without this reform, Albania’s EU integration will be delayed.
“The legal system is one of Albania’s biggest legal problems. I think that the roots of this problem start before the elections of 2009. ……
According to him, the problem derives from unqualified and corrupted judges, and the constant job transfer of others….

Lauter US Verbrecher tummeln sich halt im Balkan, die natürlich auch in Iran Contra Affäre schon die Drahtzieher waren. Last February, virtually lost in the media attention over the Kosova crisis,Â
a ceremony was held at the U.S. Department of Commerce in Washington, DC.Â
Commerce Secretary William Daley looked on while then Albanian Prime MinisterÂ
Pandeli Majko and Dr. Chirinjeev Kathuria, the president of a Chicago-basedÂ
company known as New World Telecom, signed an agreement to establish a jointÂ
venture between New World and Albtelecom, Albania’s state-ownedÂ
telecommunications firm. The objective of this deal was to establish anÂ
exclusive joint venture for the development of a $300 million wirelessÂ
telecommunication system in the Republic of Albania.
The press releases were quite impressive – “U.S. telecom company to investÂ
$300 million dollars in Albania.†My first reaction was, “who is New WorldÂ
Telecom?†But at that time, like most Albanians, I was preoccupied with theÂ
Kosova conflict, so New World faded from my radar screen.Â

I have requested investigations of this matter by Senator McCain’s andÂ
Senator Helm’s offices as they have oversight responsibility for the CommerceÂ
and State Departments, respectively. As a result, Senator Helm’s officeÂ
forwarded information to me about New World Telecom. These documents, whichÂ
consisted primarily of self-serving press releases, had been submitted to theÂ
Senate Foreign Relations Committee by the Commerce Department because of myÂ
inquiry. After reviewing this material I wrote to Secretary Daley asÂ
follows:
“In my opinion, there was one thing missing from this promotional material ñÂ
evidence that New World Telecom has ever successfully completed the turn-keyÂ
development of a telecommunication project anywhere in the world. If myÂ
interpretation is correct, then it appears that the Commerce Department,Â
knowingly or unknowingly, influenced the government of Albania to entrust theÂ
development of its telecommunication system to, in the best case, a fledglingÂ
company.
…..
So I continued to press the Albanian and American government officials toÂ
provide me with rationale for promoting New World in Albania. To no avail, IÂ
requested a meeting with representatives of the Commerce and StateÂ
Departments and New World Telecom to discuss this matter. I also requestedÂ
meetings with President Meidani and Prime Minister Majko during their recentÂ
visits to the United States to discuss New World Telecom, but they were tooÂ
busy. …But I can appreciate their reticence to see me – it’s quiteÂ
obvious they didn’t want to hear what I had to say.Â
After repeatedly badgering the State Department to justify their support ofÂ
New World Telecom, in October I received this e-mail message from a StateÂ
Department official:

In the fall of 1996, I warned the Berisha government that if they did notÂ
bring an end to the pyramid schemes that “it was not a question of if, butÂ
when†they would collapse. At that time I also warned the Albanian governmentÂ
that if they did not take action, and if the pyramids collapse of their ownÂ
weight, that “large scale civil unrest with ensue.†In retrospect, Berisha’sÂ
failure to heed my warnings and those of others had devastating results forÂ
the Albanian people and the Balkans when Albania exploded into anarchy inÂ
1997. Can Albania afford another economic debacle?
I suggest that the Albanian government ponder the words of James Hendrix,Â

In the meeting with Albania’s 45 honor councils around the world, part of the state agenda for the 99th Independence anniversary, Prime Minister Berisha promoted Albania’s image as a country with high development potentials.
Underlining that Albania’s priority is the EU integration, Berisha expressed his conviction that this should be a process completely based on the performance. On this principle, the PM mentioned Albania’s efforts in these two decades of freedom, which turned it from the third poorest country in the world, with 204 USD per capita, to a country with average annual revenues of 8000 USD per capita.

Elbasan, Municipality cuts jobs 29/11/2011
2012 will find the Municipality of the Elbasan Municipality with fewer employees. The Municipal Council has approved the job cuts at the administration.
The number of employees will fall from 486 to 418. The most affected sector is that of public works. This decision did not go without debates. Right winged members of the Municipal Council, who make the majority, asked the Mayor to explain the job cuts.

“We have government support for the import bills for November and December. The bill goes to 5.6 billion ALLâ€, Zeqo explained.
But the crisis will end with the end of this year. There are big insecurities for the other year too, where if the drought will continue, KESH will also need bigger funds.

Man erfindet einfach dann eine Unabhängigkeits Erklärung, welche angeblich in Archiven in Rom liegt. Fotos gibt es auch nicht, Alles wurde später zusammen fabriziert. Albanische Historiker berichten über dieses Mysterium der angeblichen Unabhängigkeits Erklärung! Die Albanische Presse und Fachleute,zum Mysterium der “Unabhängigkeits Erklärung”, welche erst in der Enver Hoxha Zeit, zusammen gebastelt wurde. Ab 1937, bastelte ein Herrn Noli an der Geschichte und stellte sich selber in Mittel Punkt, obwohl die Militär Fakten, eine ganz Andere ist ab 1910-12. Ein Kolonial Krieg, praktisch gegen das Osmanische Reich, war auch in Albanien entbrannt. Die Batterie des Holländers Colonel Thomsen, spielt eine grosse Rolle dabei, u.a. die Landungs Stelle Durres (damals noch ohne Hafen und fast keine Einwohner Zahl) zu sichern, wo heute das Königs Schloss und Mafia Appartment Häuser sind.

The Former Minister of Economy, Dritan Prifti, testified at the Supreme Court for more than four hours about the video-scandal related with the former Deputy Prime Minister, Ilir Meta.Â
Prifti told the chronology of his agreements with Meta, before going to the conversation registration and his request for the concession and the money that they had to share.
“After the registration, I showed the video to Prime Minister Berisha, but he didn’t take it in considerationâ€.
The former Minister declared in front of the judges that the video has no interventions and that the dialogue is completely clear.
The Supreme Court on Monday upheld the testimony of three local expert witnesses in the corruption trial of former deputy prime minister Ilir Meta, despite protests from prosecutors.

Meta was charged with corruption in May after a video was broadcast appearing to show him discussing corrupt deals with another former minister, Dritan Prifti.
But the three experts, Ardian Pollo, Ermal Beqiri and Artur Rrahmani*, told the court that they thought the probability that the video was manipulated was “highâ€. (*this experts, are nonsens albanian experts, without school and special soft- and hardware)
An earlier review of the video was conducted by British and American experts on behalf of the prosecution. These experts ruled that the tape was authentic but the court has since dismissed their review as inadmissible.
Prosecutors contested the qualifications of the three local experts and called for their testimonies to be thrown out. The judges’ panel, headed by Ardian Dvorani, rejected the prosecutors’ request.
General Prosecutor Ina Rama filed charges against Meta in early May after a four-month investigation, following the broadcast of the secretly filmed video in January .
Transcripts appeared to show Meta asking Prifti, the former economy minister, to intervene in a hydropower plant concession tender. Meta also appeared to mention a bribe by a businessman of €700,000.
The tape also appeared to show him boasting about having influenced a Supreme Court trial involving the same hydropower plant.
Meta also appeared to ask Prifti to hire activists of his own party, the Socialist Movement for Integration, LSI. The LSI is the junior partner in the government of Prime Minister Sali Berisha. It controls the ministries of economy, foreign affairs and health.
Although it only holds four parliamentary seats, the LSI came out as a kingmaker in the 2009 parliamentary elections, which were narrowly won by Berisha’s right-wing Democratic Party. At the time of the recording Meta was both deputy prime minister and foreign minister.
Meta has repeatedly denied wrong-doing and has called the trial against him politically motivated………………….
Meta trial, prosecutors reject scientific examination

The Penal College of the Supreme Court withdrew for taking a decision regarding the request that Prosecutor Bujar Sheshi presented at the recent trail session against former Deputy Prime Minister Ilir Meta.Â
The General Prosecution asked the devaluation of the expertise made by the three Albanian experts, arguing that it was inaccurate and incomplete. The Prosecution requires a new examination by international experts.
The legal procedure cannot continue without responding to the prosecutor. The experts defended their expertise by saying that their error margin was zero, what is a margin offered only in Albania.
After a long session of questions and answers, characterized by a rich speech filled with illustrative references to Leonardo da Vinci and Einstein, the Supreme Court decided to close the chapter of the Albanian experts who examined the Meta-Prifti video file by accepting their conclusion and by administering it as evidence at the trial of the former Deputy Prime Minister.Â
This means that in the session that will be held next Monday will be heard the testimony of the four main witnesses, former Minister of Economy, Dritan Prifti, with three other citizens.
After admitting the most controversial scientific examination, the Supreme Court rejected the Prosecutor’s request for examining the video by EU experts.
The Prosecutor Bujar Nishani declared that the experts have supported their conclusions on probability, not scientific facts.
The Albanian experts answered to the Prosecution’s questions and Meta’s defense presented their uncertainties about the examination.
To the most delicate question of this expertise, was if the clock was the object that had held the recording device. The experts declared that the recording device could have been in any kind of clock, and that the ticking that was heard was insufficient for determining if that was a clock or not.
To put it simpler, the experts are saying that although there is a tick-tack heard on the background, the video is recorded or maybe is not recorded by a recording device.
The prosecutor argued that the experts gave no answer to the main question, if the video has been edited and how can this be proved, and that this shows that the examination has failed.
The prosecutor declared that the experts’ conclusions are theoretical, superficial, based on probability and not on scientific facts. He added that there is no paragraph that says if the voices have been altered or not.
Besides the legal terms, this session was enriched by quotations by science and art figures. According to the experts, the term “high probability†can be explained same as Einstein’s theory that has rejected many others.
Leonardo da Vinci was used as an argument for answering to the question why the voices were not separated by the noises in the audio of the file.
Expert Ardian Pollo declared that the voice filtering would affect the quality of the video file, same as if you remove some elements from a Da Vinci painting, like if you leave only the eyes. In this case, according to the expert, the painting would lose its beauty and would not be a masterpiece any more.
However, the best part was when Judge Ardian Dvorani asked the experts about the probability of error in their examination, and if they would use the term “probability†or not, and the experts answered that their probability of error was absolute zero, the first question that was cut and not relative.

Gjykata e Lartë, Kolegji Penal i saj, ka vendosur të rrëzojë kërkesën e prokurorisë për ekspertizë nga bashkimi Evropian të videos. Edhe pse prokuroria bëri një kërkesë formale dhe të pranueshme, nuk ka qenë i këtij mendimi Kolegji me votim 3 me 2 në favor të Metës. Anëtarja që ka vendosur ka qenë bashkëshortja e guvernatorit Fullani.
Në këtë mënyrë nuk është pranuar ekspertiza nga BE edhe pse Ilir Meta në programin e partisë ka në plan Integrimin e vendit dhe në veçanti standardet e drejtësisë. Në këtë mënyrë iu hap rruga thirrjes së dëshmitarëve të palës së akuzës dhe mbrojtjes, një prej tyre dhe vetë Dritan Prifti.

We think that these are positive developments. We are looking forward for the approval of the proposition and we think that these developments open a new moment in Albania’s road for fulfilling the national goal of EU integration. We welcome it.
Top Channel: In fact, the integration road has the 12 key priorities set by EU, one of which is the functioning of the judicial system. The Albanian Court is currently processing a high-level corruption case. Is the Commission following this case, as it happened with the “Sanader†case, and what do you expect from the Albanian Justice?
Peter Stano: I believe that you are referring to the trail of the former Deputy Prime Minister, Ilir Meta. I’m afraid that I’ll not be able to tell more than what I said in our last interview. The European Commission considers the judicial system, especially for countries that are undergoing the membership process, partner countries or EU candidates, as very important criteria. As you said, this is one of the key priorities. We are looking forward to the full implementation of all these measures that are related with the 12 key priorities for Albania. I can quote again the progress-report for Albania, in which we noted little progress in administering the evidence for active investigations, for prosecuting and punishing corruption. The one that you mentioned is a high profile corruption case in Albania. This means that we are following it very closely and we expect the Albanian justice to function independently and impartially, and if needed, with the help of our highest level of technical forensics. We also expect them to make good use of the international cooperation framework in such cases, in order to receive the necessary help or assistance.
Top Channel:Â Such help has been requested by the Albanian Prosecution, but it was rejected by the Court. Did this fact come to your knowledge?
Peter Stano:Â Certainly, we are following this case and we are paying the needed attention, but I will not comment on the individual undertakings of an ongoing process.

British Ambassador in Tirana, Fiona Mcilwham, declared during a meeting at the School of Magistrature that a strong and independent justice is a condition for progressing in the EU.Â
She said that not only justice should be done, but is also must be seen.
“The rule of law is the foundation of the EU and United Kingdom values, the heart of a functional and successful democracy. A strong and independent judicial system is a request for Albania to progress towards EU membershipâ€, she declared.
According to the British diplomacy, meritocracy, independence, professionalism and respect for the human rights are obligatory requests for any judge or justice system actor.
“The lack of each of them has a negative impact on the public’s trust to the justice systemâ€, Mcilwham declared.

Lajmet i shoh pothuajse rregullisht, një herë në ditë. Në internet rri gjatë, por rri për arsye pune dhe shumë pak për të ndjekur lajmet dhe shtypit të shkruar. Njerëzit e familjes, që kanë kohë më të lirë, më informojnë rregullisht për gjërat më të rëndësishme, duke përfshirë edhe shkrimet e gazetarëve që vrojtojnë politikën. Natyrisht që barra e përzgjedhjes së informacionit u bie atyre.
Në të gjitha deklaratat tuaja, përfshirë atë të pak ditëve më parë pas vendimit të Gjykatës Kushtetuese, theksoni se Berisha përdor emrin tuaj për interesat e tij politike. Çfarë keni parasysh konkretisht?
Sali Berisha e përdor emrin tonë për interesat e tij politike, jo vetëm sipas nesh, por sipas të gjithë atyre që kanë vullnet për të parë e dëgjuar dhe kujtesë për të kujtuar. Kujtoni dhe përpiquni të gjeni një fushatë të vetme elektorale që Saliu nuk ka përdorur emrin tonë, duke filluar që nga ajo e korrikut të vitit 1992, kur arrestoi babanë tonë e deri tek kjo e vitit 2011. Mund të gjeni disa ditë e deri pak muaj që nuk na ka përdoru publikisht, por nuk do gjeni fushatë elektorale që nuk na ka përdorur për qëllimet e tij. Të njëjtat përpjekje ka bërë edhe për të na ndëshkuar në të gjitha mënyrat për krimet e rënda që kanë ndodhur para e pas vitit 1996, deri tek më i fundit. Herë personalisht dhe herë duke nxitur bashkëpunëtorët e tij të afër, “pista†e parë për çdo krim të rëndë është “Hakmarrja për Drejtësiâ€. Lufta e tij nuk ka mbetur kurrë në kufijtë e “luftës†mediatike. Ajo ka pasur efekte të drejtpërdrejta mbi njerëzit e drejtësisë që janë marrë me çështjen tonë, që vazhdon të gjykohet. Ajo që bëjmë unë dhe im vëlla nuk i kalon kufijtë e një përgjigje modeste për akuzat e padrejta që na bëhen.
Z. Orik ç’ndjesi keni provuar kur në një moshë fare të vogël, 15 vjeç në mos gaboj, jeni akuzuar se ishit drejtuesi i një organizate kriminale me qëllime të pastra politike, siç është thënë?
Fillimisht jam çuditur, por isha shumë i ri dhe, për një kohë të shkurtër, vëmendja e tepruar e njerëzve, në një farë mase, ma përkëdhelte sedrën. Edhe kam qeshur shumë herë dhe për një kohë të gjatë. Shkak ka qenë përherë Gëzim Gjoni. Unë dhe Learti sa herë që komunikonim me Gëzimin qeshnim. Ai kishte mënyrën e vetë të talljes me “Hakmarrjenâ€, kishte zgjedhur dokrra nga ato që kishte botuar me shumicë gazeta “Albaniaâ€, dhe, me gjuhën e prefektit të komedisë së njohur, i përdorte befasisht gjatë bisedave. Por më vonë, pas muajt shkurt 2003, për ne u bë e qartë se “Hakmarrja†ishte rreziku ynë. Shpifjet, që dilnin si sokëllima nga goja e Saliut, ushqenin makinën e tmerrshme të propagandës që ende nuk është ndalur. Shpifës të shtatit të tij, shërbëtor shkurtabiq nga mendja dhe shpirti, por besnikë fanatikë, e deri teveqelë të korruptuar,të shpërblyer njëri me titullin akademik dhe tjetri me nofkën shkrimtar i madh që mëtojnë t’i përkasin bashkësisë së akademikëve, e kanë ushqyer pareshtur mitin e “Hakmarrjes†dhe njerëzit nuk kishin më kohë të arsyetonin mbi fakte reale dhe as për moshën 15 vjeçare të “themeluesit†të organizatë kriminale.

Bashkia duket nga dokumentet i ka dhënë leje në emër të kryetarit të bashkisë agjencisë së reklamave “Iceberg communicationâ€. Kjo firmë megjithëse operon në fushën e reklamave, është përdorur në këtë rast si ortake duke marrë 10 % të fitimit, pjesën tjetër dhe manaxhimin e aktivitetit do e bëjë Orange Advertising, siç e thotë dhe Stela në e-mailin që po botojmë më poshtë. Në telefon Stela u kërkon bizneseve 3000 euro për muajin dhjetor për çdo shtëpizë që mund të marrin me qera.
Bashkangjitur gjeni e-mailin që Stela i dërgoi një biznesmeni, me qëllim që të bëhej klient për shtëpizat e Panairit tek Pedonalja.
Në e-mailin e saj Stela thotë se bëhet fjalë për një iniciativë të re që po mbart Bashkia e Tiranes në bashkëpunim me Orange Advertising.
Sipas saj iniciativa ka të bëjë me ‘krijimin e një fshati të këndshëm për periudhën e Krishtlindjeve në rrugën pedonale te Tiranes ku do të promovohen dhe shiten produkte të ndryshme’.

Gjithçka që ka zbukuruar Tiranën këtë fundjavë, për festat e Çlirimit dhe të Pavarësisë, janë të reja. Orange Advertising është edhe në pronësi të Denis Teqjas, që zotëron pjesë në hipermarketin Megatek, prej nga janë marrë shtëpizat për këtë projekt.

Nga verifikimi në sistemin e Interpolit kanë rezultuar të vjedhura jashtë vendit. F) diverse Anwalts Kanzleien verdienen Millionen, mit solchen illegalen Bestechungs Verträgen, was aktuell in einer Kredit Blase des Ostens und des Balkans platzt. Praktisch sind alle Krediten für den sogenannten Aufbau nur dazu da, 300% überteuerte Infrastruktur Projekte zu finanzieren, was über korrupte Diplomaten, Lobby Vereine und Politiker organisiert wird. After the explosion of one of the kilns at the Explosive Substances Plant in Mjekws, Elbasan, the Commune Council members held an urgent speech. They held a meeting for discussing about the problems that creates this plant for the community.Â
According to “Shqipâ€, they have complained about the strong explosion that has taken place this Wednesday, asking immediate measures to be taken. The Director of the Mjekes Explosive Substances Plant, Daniel Karanxha, did not cooperate with the commune.
This Thursday, the councilors read a request that Karanxha addressed to the Commune, for stopping the illegal constructions near the Mjekes plant, and that the informal ones should be demolished. The community complains that Karanxha has never cooperated with the commune and that the activity that is being conducted in the plant has no environmental permission. This has not been approved by the Commune Council.
They say that the villages near Mjekes suffer acoustic pollution. The head of Shirgjan commune, Mustafa Shehu, has constantly asked a meeting with Karanxha, and the latter has not replied.
The Director of the Plant, Daniel Karanxha has denied that the kiln for the ammunition elimination had exploded. He declared that the kiln has had a defect with the filters, and that the work is continuing normally. journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.
– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.
– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.
– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.
– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.
– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.

The Viçidol village is located not far from Tropojë – in April, 1998, it was visited by the entire KLA command which stayed at a house owned by the family of Albanian premier Sali Berisha. The reception was coordinated by Suleiman Berisha, the brother of the premier’s uncle and the man who kept in touch with the Kosovo envoy to Tirana. The village was the start of a route massively supplying arms to Kosovo (to the Junik and Borovina villages in the proximity of Decani), and, moreover, members of the Berisha family tentatively were a part of the hierarchy in a criminal group which kidnapped people to extract their organs for sale in West Europe where a heart or a kidney can cost as much as Euro 120,000. A big camp where up to 200 guerillas per shift were trained existed right in Tirana and was equipped with a hospital. Funds were poured into the KLA internationally, mostly from Switzerland, via the Tirana-based Dardania Bank (10).

Die dümmsten und teuersten EU Gestalten, wie Eduard Kukan, sind verantwortlich das Milliarden im Kosovo und Albanien versickert sind, was der EU – Kommissar Chris Patton schon in 2002 kritisierte. Seitdem hat sogar noch eine schnellere negativ Entwicklung, bei den EU Politikern eingesetzt, die ein kriminelles Enterprise finanzierten, ohne Justiz wie die wikileaks cables eindrucksvoll bestätigten und Selbige sind bekanntlich von Albaner Politikern bestätigt worden, wie auch von dem Hauptschreiber dem damaligen US Botschafter John Withers.

EP: Tirana on the right track 24/11/2011
The European Parliament sees with enthusiasm the latest developments in Tirana, regarding the approval of laws that require qualified majority and for the Electoral Reform.
The head of the European Parliament for Southeastern Europe, Eduard Kukan and the Socialist EMP, Hannes Swoboda, declared for Top Channel that what Albania mostly needs now is war against corruption and a justice system working in full accordance with the European Standards.
Top Channel: Mr. Kukan, have you followed the recent development in Albania?
Kukan: I am following it closely and fortunately I can say that we are receiving good news from Albania. Knowing the situation of the country for a long time, I would like to be convinced that this tendency of good news will be permanent. We must say that there have been some movement in the political scene, and everything shows that there is a positive dialogue between the political parties, which must be encouraged by all means.
It happened too late for being included in the EC progress report, but this doesn’t matter. What is happening there is a good thing. We have proofs for this, and we hope that the future will bring more opportunities for confirming this positive trend. We will hold the inter-parliamentary dialogue in Tirana on 8 and 9 December. We hope that this will show that the previous positive signals were not accidental.
Swoboda: I think that these changes are positive and need both sides to come together. I think that Albania has finally understood the message that both political families of the European Parliament have given. Sometimes it takes time until the information goes through the channels of different political groups, but I think that it is important that they have agreed. It is not that simple to speak about the past, why it was not possible before and who did what, but it is possible to talk about the future.
For the future of Albania, the tow main political groups have to work together. ….. Bla, Bla, Bla – Shame, over the EU – Idiots!
Wir berichten schon länger von den Kosovo Banditen, welche Albanien infiltrieren seit 1997 und vor einem Jahr gezielt sich falsche Idenditäten mit Geld erkauften, was bei Hinrichtungen und Morden immer wieder deutlich wird. Immer wieder bei jedem Verbrechen dabei, die Gashi Mafia aus dem Kosovo, welche in viele Morde und im Drogenhandel verwickelt ist.
Der letzte Mord rund um Idenditäten Diebstahl, in der Mafia Stadt Durres.
Jetzt gestalten sich die Raubzüge nach Albanien, das man vor allem sich Idenditäten mit Hilfe korrupter Beamter zusammen stiehlt und so Biometrische Pässe, wie auch komplett neue Identitäten erhält. Das ist bei Vorstrafen besonders wichtig und Etliche Morde und Hinrichtungen bezeugen, das das System sehr erfolgreich ist, sich neue Idenditäten zu erkaufen. Oft gesehen, die Prominenz der Verbrecher, rund um die Rruga Taulantia, Hotel – Restaurant: Aragosta und Co. wo sich viele Kosovo Gangster vor einem Jahr tummelten und Polizei Chefs, wie in alter Zeit vorfuhren im teurersten Restaurant von Durres.

On November 15th, the Press Office of the Interior Ministry notified the public for the new procedures of equipping people with biometric passports.
The Interior Ministry has issued an order on November 11th, after being advised by the General State Police. This decision gives to the police the previous role in the distribution of passports.
“According to this procedure, the Albanian citizens who apply for biometric passports must be equipped with an identification form from the police department of their living areaâ€.
The identification form is approved by order of the General Chief of Police. A copy of this form must be presented to the Civil Registrar employee. The truth why this role has returned to the police, is that dozens of people stole others’ identities, especially by Kosovo citizens who have applied for Albanian citizens, to gain free movement in the EU.
A bigger concern is created by Albanian citizens who have been banned to enter EU countries after the visa liberalization, and for this reason they have used fake identification.
Safe sources from Top Channel say that foreign polices agencies have notified our country in two occasions, when these citizens have been arrested and have resulted with biometric passport of other people. Police has started investigation for dozens of cases, since the Albanian penal code doesn’t have identity theft as a crime.

The European Union criticized the Albanian government for the slow progress in protecting the intellectual property, a key obligation of the Stabilization Association Agreement.
“We have noted a slow progress in the approximation with the EU legislation about the copyright issue and protection of industrial property. Albania needs to fulfill the SAA obligationsâ€, declared the EU Ambassador in Tirana, Ettore Sequi.
Mr. Sequi was invited in a conference organized by the American Chamber of Commerce, which noted a series of problems on why Albania has stalled in this area.
“There’s a low number of cases that have been brought to justice; lack of experience and qualification of the judicial system and low awareness for the significance of the protection of these rights. There is also the need for a better coordination between the agencies that observe the current copyrightsâ€, the Ambassador declared.

The vice US Ambassador, from the pioneering country for the protection of intellectual property explains why this is an absolute priority.

Representatives of many international companies say that piracy keeps foreign investments away.
“When I visited Albania, someone asked me if Microsoft would open any production center in Albania. And my answer was that it couldn’t happen with this piracy. The labor cost here is low, and it is a wise decision to invest here, because one could save money with that cost, but as long that the intellectual property is not protected, it is difficult for someone to take the decision and invest hereâ€, declared Evgemi Danilov, representative of the Microsoft Company.
Piracy in Albania can be found everywhere, and it is not limited only in the internet area, but in all media industry.
“Some of the concerning problems are the broadcasts of licensed and unlicenced cable TV operators. These operators have openly abused with the programs of ‘Digitalb’â€, declared Sokol Nako, legal representative of Digitalb.
The protection of intellectual property is a key obligation for Albania to join EU.
Durres, prison guard arrested for drugs 22/11/2011
Durres Police arrested a prison guard over drug dealing charges.
The arrested is the 41-year-old Arben Voci, from Xhafzotaj, who is accused of distributing narcotic substances to the Durres inmates.
The Interior Control Service had received information for the activity of the prison guard, after finding a considerable amount of drugs in one of the cells.
Arben Voci was accused of trading narcotic substances, while the materials were sent to the Durres Prosecution.  Kommentar: Die Ortschaft Xhafzotaj, ist eine rein kriminelle Ansiedlung bei der Drogen Metropole SHIAK und rund um die Verbrecher Kartelle des Dashamir Gjoka.
