18 % notleidende Bank Kredite - Welt bank und die Grundstücks Problem rund um das Albanische Desaster
Überwiegend, sind vor allem Immobilien Kredite Notleidend in Albanien, wobei es sich um kriminelle Kredite handelt, fast ausschliesslich für Appartment Häuser und Mafia Hotels, ohne Bau Genehmigungen und gefälschten Grundstücks Papieren.
Die Kredit Ausfälle, reichen von ca. 50% bei Immobilien Krediten, bis zu 35% - 60% rund um Hausverwaltungen und um die 50% bei Real Estage Firmen, wobei auch “Prinz Leka”, über 500.000 € schon beschlagnahmt wurden, der unverkäuflichen Schrott Immobilien. Den Stadt Verwaltungen von Tirana, Durres, Sarande, Vlore ist bestens bekannt, die vielen unverkäuflichen Immobilien Projekte, mit Schrott Appartments, welche die Umwelt zerstörten. Aber bis heute stoppt niemand solches kriminelles Treiben, weil alle Bau Gesetze, Bau Polizei und sogar die Grundstücks Agentur ausgeschaltet wurden.
Vor allem Bulgarische und Griechische Banken, hatten sich hier als Geldwäsche Finanzierungen, für Mafiöse Gruppen verspekuliert, wobei der Vorreiter, die American Bank of Albania war, welche auch als Geldwasch Institut, für die Bin Laden Gruppe diente. 37 Bank Accounts, wurde allein von der Familie des Yassin Kadi beschlagnahmt, und die US-Albanische Mafia Niederlassung in “Golem”, “Pista Ilyria”, einen vollkommen illegalen Supstrakt, der Brooklyn Mafia rund um US Senator Eliot Engel und anderen Amerikanern, welche Probleme mit dem FBI hatten ist ein berüchtigtes Beispiel.
400 Hochhäuser in Tirana, und 90% aller Hochhäuser in Durres, sind bis heute nicht legalisiert, weil die Albaner Regierung, der Motor und Schutzherr Internationaler Drogen Bosse ist und diese Art von Geldwäsche und Landraub, Regierungs und Politiker Kultur ist.

Albania Banks Register Spike in Bad Loans
Data published on Tuesday by Albania’s Association of Banks say bad loans reached 18 per cent of the total credit portfolio in August, the highest level to date.

¶2. (C) While the rest of the world grapples with the credit
crunch from bad real estate loans, Albania’s economy
continues to grow at a robust six percent. Although Albania
has not experienced a real estate bubble brought on by loose
lending standards, Lorenzo Roncari, CEO of American Bank of
Albania (one of Albania’s largest banks), expressed concern
that the sixteen Albanian banks, in an effort to gain market
share, have been overly aggressive in the consumer lending
market while raising deposit interest rates to attract new
clients. Some banks are even offering short-term unsecured
loans at a lower interest rate than they offer their
depositors.
¶3. (C) According to statistics of Albania’s Central Bank
(CB), four percent of all loans are classified as
non-performing, which is high by western standards. In
addition, seven of Albania’s sixteen banks have reported
losses during the first half of this year. Five of those are
now at minimum capitalization while two are below. The
problem may get worse since banks have no practical way to
force delinquent retail borrowers to pay up. Roncari sees
these trends as alarming, and described an Albanian banking
system “in serious trouble.”
Perhaps a Short Term Problem

¶4. (SBU) The banks are simply trying to get their share of
Albania’s huge remittance inflow, cash sent home from workers
in the U.S. and Europe. Albanians still distrust the banking
system, and memories of the collapse of the pyramid schemes
are fresh in their minds. Instead, they have been putting
their cash into real estate, sparking Albania’s incredible
construction boom. Since the banks have been very
conservative in their mortgage lending, usually requiring a
30 percent down payment, there is little danger of a
bubble-induced credit crunch.
The CB Is Not Worried

¶5. (C) Officials at the Central Bank disagreed with Roncari’s
gloomy assessment of the banking system. Regarding consumer
loans, the head of the Supervision Department told the
Embassy that these rates are short-term promotions and
clients must generally satisfy certain criteria to receive
the most favorable interest rates. He criticized the banks
for placing somewhat misleading advertising to draw in
customers, but said that the banking sector’s profitability
increased during the first half of 2008 over 2007. He added
that other important indicators the CB watches closely, such
as return on equity and capital adequacy, have either
improved or are within an allowable range. And while the
percentage of non-performing loans has increased, it is still
well below Macedonia at 6.4 percent and Serbia at 22 percent.

Loans, banks tighten up conditions

Taking a bank loan has become even more difficult in the third trimester of the year. A recent survey of the Albanian Bank shows that private banks have tightened up loan conditions, since they perceive an increased danger in the economy.
The bank experts say that there are two main reasons that are obliging them takeing these measures with the business and consumer loans.
First, there is the situation of bad loans, almost 18% of the total. The second reason is related with a negative evaluation that the banks received for the macro-economic situation in the country. To handle these two risks, the banks have increased the interest rates for loans that they consider as risky, and also the request for the mortgage guarantees.
On the other hand, the individuals and businesses seem hesitant. The survey says that the demands for loans have decreased during July and September. Experts say that this situation will continue even harder during the last trimester of this year, especially for big businesses. The loans given for the economy have increased with 12.7% in the first eight months of 2011, compared to the same period of one year ago

Ammunition loaded ship stopped in Durres

A ship loaded with a considerable amount of ammunition has been stopped in the Durres port for verification.
Trusted sources say that the Moldavian ship is being inspected by the Albanian authorities. The destination of the shipment is Iraq, but the authorities do not give explanations for the reasons why they stopped the ship.
The ship is inside the Durres Port and the authorities do not deny of having stopped it, but they have refused to give any explanations.
Police also refused to say where this ship has taken the ammunition and based on what agreements is it traveling to Iraq. They refuse to hint out if the ammunitions are aiding the Iraqi government or army, or if it is a simple merchant load.

Greek crisis felt in Gjirokaster

The Gjirokaster residents are feeling the consequences of the Greek crisis. In this town there are many Greek-Albanian enterprises, mainly in the active processing industry.
Six big businesses have been closed in the last two months, due to the inability to pay the bills and the workers.
The head of the Chamber of Commerce and Industry in Gjirokaster, Mustafa Devolli, notifies that the situation is deteriorating.
The businesses were the ones who felt the Greek financial crisis first, which has concerned Athens even more.
The factories that produce police uniforms for the Greek Police and Army have not taken the production to Greece, since the liquidation fund has not been approved yet.

WB: Property legalization has stalled

A recent World Bank report that analyzes the chaotic property legalization process in Albania indicates the details in which the process has stalled. According to this report, Albania has more than 270.000 informal object legalization requests, but only less than the half of them has been verified.
The second phase, in which process is stalling, is at the intermediate link, or more specifically, the one that makes the document delivery from the “Agency for Legalization, Urbanization and Integration of Informal Construction and Areas (ALUIIC)” to the government for the final decision.
According to the World Bank, the government has received 54.000 legalization requests until June 2011, and only 4503 formal decisions have been taken, only 1.6 % of the total. The government is wasting too much time and the process is stalling without succeeding.
The World Bank notes that this stalemate occurs for two reasons. First, it is the lack of coordination between the three institutions that are responsible for returning the properties to the legal owners: ALUIIC, the Agency of Property Return and the Property Registration Office.
These agencies have problems with the data standardization. The maps that ALUIIC has processed on terrain with the latest technology cannot be processed by the Property Registration Office, which doesn’t have this kind of technology. According to the World Bank, this has slowed the process down and has reduced the data accuracy.
The second reason, which must be the most important, is the cost. The money that the government collects from the legalization process is not enough for compensating the legal owners whose property has been occupied.

New law for property registration

The government has prepared a new law for registering the real estate assets, which obliges the Registration Office to financially reward all businesses and individuals if there will be fake documents released by this agency.
“If the registration office has given an information and the applicant has benefited a fake information, the Registration Office must respond for the damages that have been caused to the subject”, says the Minister of Justice, Eduart Halimi.
The bank representatives, who are directly affected by the insecurity of property ownership titles, have welcomed the law.
“Our biggest problem is that of the safety of property titles. If we give a loan against a given property title, we must be sure that this property title will guarantee our money”, says Sayan Pencapligil.
The law also reduces the procedures for receiving ownership titles, by digitalizing the archive.
“The information will be taken within a minute by the Registration Office, which makes it easier and faster for the banks to verify the property titles and to approve a loan or not. It also cuts the expenses”, Halimi explains.
The digitalized archive will offer information not only for banks, but also for notaries, who will make the procedures for the citizens.

Business opportunities deteriorated

The new report of the World Bank, which reviews the economic situation of 183 countries, shows a deteriorated position for Albania regarding the facilities for the opportunities of making business.
After reviewing the data, Albania has passed from the 77th rank of last year’s classification to the 82nd. The Analyze of the World Bank is based on the rules that help or impede a business activity, and is not an indicator of the business climate in a country. According to the report, our country is ranked last for the release construction permits, while from the 242 new reforms taken in the last 12 months, the only one mentioned is the reform taken for easing the property registration.
Macedonia leads the Balkan countries, going from 34th to 22nd place. Albania has lost five places compared to last year. The Bank has used another methodology in the new report for three of its indicators: the construction permits, loans and taxes. Albania is in the last place for the construction permits, due to the fact that the authorities have not released construction permits since April 2009. The World Bank report reflects the legal framework and the rules set by the governments for helping businessmen.

Construction hits budget

Since 2009, the construction sector in Albania has failed to get past the crisis. First were the banks, and then the lack of construction permits which put this sector in a difficult situation.
“Shqip” newspaper writes that although the economic situation has changed in general, with the banks being more tolerant and permits released, the construction sector is still facing very hard difficulties, if not on the brink of collapse, at the point that it is affecting the state budget.
What is happening with the biggest economic sector in the country, which contributes for 14% of the GDP, can be clearly seen in the numbers of the Ministry of Finances, related with the tax payment, specifically with the VAT.
Confirmed data for the first 7 months of 2011, based on VAT, show that this is the weakest sector, although it’s in the top 5 biggest industries in our economy.
The contribution of this sector in the VAT has plunged with 35%, compared to the first 7 months of 2010, or with 15 million USD.
The private sector has fallen to the point that 20 construction companies have closed, adding more unemployed on the job market.
The director of the Construction Association says that it remains a problem the lack of bank loans, and that they want the government to interfere with the mortgage guarantees.
“Banks do not credit us, because the 35% deficit showed in the VAT also shows the shortfall”, declared Ilir Hebovija.
The construction sector received the biggest hit in 2010, when the government decided to interrupt the public investments with a value of 400 million USD, due to the financial crisis.
If this wasn’t enough, the constructions saw this year another expense cut of around 180 million USD, again for the public works.
The Constructors Association also complains for the money that the state owes to them, more specifically, the Ministry of Public Works and Transportation.
INSTAT reported that the construction activity had an increase of 4.8% in the first trimester of 2011, compared to the first trimester of 2010, and 11.8% compared with the fourth trimester of 2010.
Things are looking bad even for the service sector, such as banks and phone companies, where the VAT contribution has decreased with 24%.
According to the Ministry of Finances, this was caused by the reduction of the phone call fees, the tax that is finally paid by the consumer.

Bank of Albania: Economic dangers
Bank of Albania published the report on the country’s financial stability, which scans the economic growth and the banking sector, together with the dangers that might derive from the Eurozone crisis.
The report shows that the first danger is related with the shrinking of the economic growth, due to the expected world economy slowdown, the lack of space for a stimulating fiscal policy and the decline of consumption and investments. The report says that if the economy slows down, it could negatively affect the business decisions for adding investments, stopping this way the revival of the bank loan demand.
Another danger, according to the bank, is that of the currency exchange rate. Although ALL has been stable against EUR in the last year, the bank notes that the currency exchange rate dangers remain present and could hit the economy in two directions.
One is by deteriorating the government debt and the second is by increasing the bad loans. But the report mostly focuses on the dangers of the banking system. The report values that the Albanian Banks are in good financial shape and have sufficient liquidity, due to the strong deposit increase, but it underlines that the dangers from the crisis have increased.
This is due to the decline of bank profits and lower capital. Bank of Albania is undertaking some quicker measures for avoiding these dangers. First of all, banks are asked to make a clearer identification of problematic loans, by seeking coverage with the respecting funds. The second measure obliges the bank shareholders to increase the capital, which is the most important indicator for a bank’s paying capabilities. These actions, the report says, combined with the measures for a further reduction of operative costs, will avoid the dangers and will gradually create the bank conditions for a return of stable profits.
