Alarm Stimmung in Brüssel, über gefälschte Parlaments Abstimmungen und den Despoten Salih Berisha

 Unser Report vom 7.8.2011 , über die Parlaments Fälschung, bei Gesetzes Abstimmung um eine einfache Mehrheit zu bekommen, wurde inzwischen genau überprüft und in Brüssel und bei Stefan Füle, herrscht Alarm Stimmung: Ein einmaliges Verbrechen, für ein Mitglied des Europarates, was auch noch erneut einen Antrag auf EU Mitgliedschaft stellen will. Man hat die sogenannte Parlaments Präsidentin Josefina Topalli, aus dem extrem dummen und korrupten Cobaj Clans - Skhoder für eine Stellungsnahme.  Aber von primitiv Kriminellen, wo sich jeder prominente Mörder und Drogen Boss vor der Justiz freikaufen kann, ist und wird nie etwas zuerwarten sein, wenn man schlimmer ist wie Enver Hoxha, Saddam oder der Volks Wohltäter (kostenlose Schulen, Ärzte usw.) Gaddafi. Salih Berisha und das Umfeld mit Josefina Topalli, sind die Balkan Gaddafi’s, nur viel krimineler und korrupter, wie Skrupelos. Demokratie, Rechtstaat, ein Fremdwort für die Terroristen Mafia Bande des Salih Berisha (aber auch der anderen Parteien im Parlament), gegen das Albanische Volk. Der PD Abgeordnete Lefter Maliqi war in London und Gëzim Dibra schwer krank und inzwischen verstorben hielt sich in Skhoder auf, bei der Gesetzes Abstimmung. Wie der damalige Generalstabs Chef Luan Hoxha bestätigte, erhielt er in den Munitions Betrugs Geschichten rund um die Gerdec Kathastrophe, direkte Telefon Anrufe und Anweisungen, von dem Sohn von Salih Berisha: Skhelzen Berisha, der mit diversen Mafiosi umherzieht. Besonders peinlich auch die Geschäfte des Schwagers Erion Isufi von Lulzim Basha mit der Mafia, wie auch von Argita Berisha u.a. mit Damiz Fazllic - Partner des Kriegs Verbrechers: Wesley Clarks.

Aus den wikileaks cables, geht ebenso hervor, das Salih Berisha, als Demagoge, Uralt Kommunist angesehen wird, der Alles unter Kontrolle haben will, vor allem die Institutionen wie im Steinzeit Kommunismus. Das Salih Berisha, das Wort Demokratie nur PR Show hernimmt, hat inzwischen auch jeder verstanden.

Wir berichteten vor über einem Jahr, das Salih Berisha, einen Aktenordner erhielt, vom Albanichen Geheimdienst SHIS, mit Namen, Aktivitäten des direkten Umfeldes von Salih Berisha und von Politikern seiner Adminstration. Die Wikileaks cables, ergänzen nur, was wir schon berichteten und viel früher.

Nur 69 Abgeordnete waren anwesend, wo dann Josefina Topalli und die Berisha Partei 73 Stimmen daraus machten.

Brukseli në alarm, i kërkon shpjegime Topallit

Parlamenti Evropian është vënë në lëvizje pas skandalit të bujshëm që ndodhi në Parlamentin shqiptar, ku u votua në mënyrë elektronike nga dy deputetë që mungonin. Një prej tyre ishte edhe i ndjeri Gëzim Dibra, deputet i qarkut të Shkodrës, i cili ditën e votimit të ligjit për regjistrimin e popullsisë, Censusit, gjendej në një prej spitaleve jashtë vendit si pasojë e shëndetit të rënduar.

Më shumë se një muaj më pas deputeti ndërroi jetë dhe u përcoll me nderime, por Brukseli është vënë në dijeni menjëherë për këtë skandal dhe ka kërkuar verifikimin nëpërmjet zyrtarëve të tij me anë të provave filmike, fotografive, dokumenteve të listprezencës, deri në kartelat shëndetësore dhe biletat e avionit. Mësohet se atë ditë edhe deputeti Lefter Maliqi nuk gjendej në Shqipëri, por në Londër.

Burime të besueshme i thanë agjencisë AMA sot, se drejtues të Parlamentit Evropian dhe në veçanti komisionerë të lartë, kanë kërkuar shpjegime zyrtare nga Tirana për këto akuza të hedhura fillimisht nga media, më pas Aleanca Kuq e Zi dhe opozita socialiste. Nën shënjestër të evropianëve këtë herë është vënë përsëri Jozefina Topalli. Po këto burime u shprehën se flitet edhe për një shkresë zyrtare të Brukselit drejtuar Topallit, ku i kërkohet të japë informacione për votimin e atij ligji, nëse prezencae deputetëve ishte e mjaftueshme, nëse ligji i mori votat e kërkuara dhe nëse dy deputetët, përfshi dhe të ndjerin, ishin atë ditë në sallë.

Për momentin Topalli ende nuk ka kthyer përgjigje, por pritet që gjatë muajit shtator, në sesionet e radhës të Parlamentit Evropian, çështja e këtij votimi skandaloz në parlamentin shqiptar të trajtohet bujshëm në Bruksel. Eurodeputetë të ndryshëm mësohet se kanë nisur të kërkojnë një diskutim të gjerë për votimin e ligjit për regjistrimin e popullsisë, duke pretenduar që të shpjegohet vetë kryeparlamentarja Topalli. Nëse spikerja e parlamentit nuk do arrijë të shpjegojë dot këtë situatë me dokumente, pritet edhe një relacion zyrtar nga PE dhe BE, ku të kërkohen edhe masa konkrete.

 Berisha's democratic backsliding

The obsession of the Albanian Prime Minister Sali Berisha for controlling all independent powers is a concerning phenomenon in his political career.

His return in power after eight years in opposition was commented that Berisha has changed, by the cable of the US Embassy, titled “The rebellion of the Prime Minister Berisha” proves the contrary, highly emphasizing his obsession in controlling the institutions whose independence is guaranteed by the Constitution.

This is the full text of the cable sent to the US state department on five September 2008.

Since the Bucharest Summit in April, Prime Minister Berisha has embarked on series of attempts to consolidate his power at the expense of key independent institutions, including efforts to undermine and interfere in the work of the Prosecutor General, obstruct the ongoing investigation into the March Gerdec explosion, take greater control of the intelligence services, and muzzle free media.

There are several factors apparently motivating Berisha in this trend: ear that the ongoing Gerdec investigation will implicate his son; a desire to strengthen his hand in the run-up to next summer’s parliamentary elections; and the erroneous perception that Albania’s NTO invitation has lifted international scrutiny from Albania, giving Berisha a perceived green light to step back from democratic reforms.

Topalli also sent an open letter to Rama, directing the PG on how to carry out the Gerdec investigation. The new draft PG law, which seeks to undermine the independence and status of the PG by providing for the automatic suspension of lower-level prosecutors accused of any crime, no matter how minor.

Reducing the pay of the PG; and increasing political control over prosecutors by the Ministry of Justice by adding another MOJ representative to the Council of the Prosecutor’s Office.  The original draft law, which was much worse, was only reluctantly changed by drafters after strong private and public opposition by the Embassy and others in the foreign diplomatic community.

PM Berisha and Speaker Topalli have tried both publicly and privately to obstruct efforts by the PG and others to fully investigate the March Gerdec explosion.

Both Berisha and Topalli tried unsuccessfully to obstruct PG Rama’s efforts to convince Parliament to strip former Minister of Defense Mediu of his immunity, a key target of the investigation.

The Deputy Head of the High Council of Justice, which plays a major role in the nomination and supervision of judges, told the Ambassador that Berisha had angrily confronted him and accused him of “limiting the government’s influence over the judiciary,” then threatened to have the Deputy Head removed from office and “publicly ruined.”

Shortly after the Gerdec explosion, Berisha began a public campaign to blame the state intelligence service (SHISH) for the tragedy, then used Gerdec as an excuse to push to make SHISH subordinate to a new Department of Security that would report directly to the PM.

The Ministry of Culture is trying to force Albania’s most popular independent media outlet Top Channel - often a critic of the Berisha administration - out of its current offices, in violation of a legal lease Top Channel signed with the building’s landlord, the Ministry of Economy, under the jurisdiction of the Ministry of Culture.

An OSCE review has determined that a new draft media law could increase “the level of political control by the government” over the media and potentially lead to the closure of a pro-opposition TV station in Tirana.

For all these matters, Withers writes this comment:

“Taken together, Berisha’s attempts to assert greater control over the judicial system, media and intelligence services, plus his attempts to undermine the  Gerdec investigation, reveal an unmistakable and disturbing trend.

The common denominator seems to be an attempt to negate the ability of key institutions to voice opinions of take actions contrary to the views of the PM.

His immediate objectives seem to be to control the Gerdec investigation, in that SHISH, the courts, the PG and the media all play a major role in exposing the shady business deals and corruption that led to the March explosion, as well as and most importantly possible links to Berisha’s son, who is rumored to have had a business interest in Gerdec.

A second motivation is certainly Berisha’s wish to control the upcoming parliamentary elections, which are currently scheduled for June of 2009. The Embassy has raised USG concerns about such counterproductive moves on the part of a potential NATO ally in private conversations with senior GOA officials, including Berisha himself, and in occasional public statements, as have increasingly key international players, including OSCE, EC, human rights groups, and other NGOs.

These efforts have had some success in stemming the tide.  However, with next year’s election likely to be close and the Gerdec investigation creeping nearer to implicating the PM’s family members, Berisha’s forays against independent institutions are likely to be ongoing.  We must make sure he understands how carefully we are watching.

Nur ein kleiner Kreis, des Mafia Umfeldes des Salih Berisha, wurde in den wohl von uns als erste veröffentlichten wikileaks cabels veröffentlicht, und die Namen, der Mafiosi die frei kamen, mit Hilfe von Ministern des Salih Berishas.

Gjergi Bojaxhi, wurde als Oberster Bau Inspektor im November 2010, abgesetzt, als er in der Currila - Durres, Baumaschinen beschlagnahmte von illegalen Bauten und die Stadt Durres aufforderte, welches Lokale überhaupt eine Genehmigung hätte an der Strand Seite in Brylli. Dort hatte man schon 2007, Alles zerstörte und diese Lokale noch im September 2010, einen Abriss Bescheid erhielten. Salih Berisha Terroristen und Mafiosi, sollten so vor jedem Gesetz geschützt werden. Danach wurde dort natürlich noch schneller illegal gebaut, die kompletten Strände wurden zubetoniert, welche Grün Zone auch in den neuesten Urbanistik Plänen waren und die Verwandten des Bürgermeisters, auch Stadt bekannte Mörder machten eifrig mit, wie wild gewordene Neanderthaler aus den Bergen des Salih Berisha, die jeden Baum abholzten, für sinnlose Beton Bauten.

Salih Berisha und seine dummen Gangster Clans, tragen die Verantwortung, das alle Grundstücks- Bau Gesetze ausgehebelt sind und eine Bau Polizei praktisch bis heute nicht mehr seit 11 Monaten existiert. Neue Leute, kennen oft keine Gesetze und haben Null Ahnung. Paradies für kriminelle Banden, wenn Mord und Gross Drogenhandel sogar Straffrei ist.

Gjergj Bojaxhi, Gazmed Oketa, gehören zu den offiziellen Kritikern des Salih Berisha, wie so Viele vorher, welche dann Kalt gestellt werden. Jede Partei hat Einige gute neue Leute, welche wirkliche Reformen gegen die Gangster Gruppen in den eigenen Parteien wünschen. Ob diese Haltung dann bestehen bleibt, wenn man an der Macht ist, wäre die nächste Frage. Die Mehrheit der wichtigen Leute, wollen Salih Berisha seit längerem los werden, wobei Salih Berisha, diese Gruppen von allen wichtigen Posten ablöst und mit den dümmsten Parteigängern bestückt. Gutes Beispiel ist der Klein Mafiosi: Halimi, der nun Justizminister ist, aber selbst in System Fälschungen und den Grundstücks Raub, wie illegalen Bebauen, u.a. in Hamajlai verwickelt ist.

Shqipëria po përgatitet për zgjedhjet e përgjithshme dhe Berisha ka forcuar pozitat brena partisë së tij. Brenda PD-së po shfaqen zëra kundër, por asnjë prej tyre nuk ka fuqinë të dalë publikisht kundër kryeministrit. Një ndër këta zëra është ish-drejtori i KESH-it, Gjergj Bojaxhi, i cili i ka thënë Ambasadës Amerikane në Tiranë se “për të mirën e PD-së, Berisha duhet ti humbë zgjedhjet. Ajo është e vetmja mënyrë që ai ti hapë rrugë emrave turinj që ndodhen në parti”. Në analizën që i bën Ambasada Amerikane situatës vëren se dy pasuesit e mundshëm të Berishës në parti janë Jozefina Topalli dhe Bamir Topi. Shtatë muaj përpara zgjedhjeve parlamentare të 2009, kryeministri Sali Berisha e mban partinë e tij nën një kontroll të fortë. Ai ka pothuajse kontroll të plotë se kush hyn në listat e votimit dhe nuk ka rivalë brenda partisë. Berisha duket se do të mbetet në krye të partisë në të ardhmen.

Gjithsesi, shumë brenda PD-së, përfshirë këtu të rinj, aktivistë partiakë ambiciozë dhe rivalë potencialë të Berishës kanë filluar të përplasen me të në lidhje me sundimin e tij 20 vjeçar në krye të partisë. Edhe pse nuk ka shanse që të kryhet një sfidë ndaj regjimit të Berishës përpara zgjedhjeve, shumë prej tyre po pozicionohen me kujdes për një PD pa Berishën. Disa prej tyre shpresojnë që PD të humbasë zgjedhjet pasi kjo është e vetmja mënyrë për të lëvizur Berishën dhe për ti hapur rrugë gjeneratës së re të drejtuesve në PD.

Berisha po i drejtohet zgjedhjeve parlamentare duke pasur kontroll të plotë mbi partinë e tij. Edhe pse ka disa fraksione të vogla, asnjë prej tyre nuk paraqet rrezik për Berishën. Rivalët kryesorë për drejtimin e partisë janë presidenti Bamir Topi dhe kryetarja e Kuvendit, Jozefina Topalli. Por ata kanë shumë pak organizim dhe mbështetje brenda partisë. Një burime brenda PD-së i tha ambasadës se “nuk ka asnjë fraksion Topi” ndërsa mbështetësit e Topallit janë shumë pak. Ata vijnë nga zona e saj e lindjes, Shkodra.

Ish-ministri i Jashtëm, Besnik Mustafaj ka marrë hapa të vegjël për tu distancuar qetësisht nga Berisha dhe të forcojë imazhin e tij. Por shumë vëzhgues e shohin Mustafajin në këtë pozicion pasi ai do të kandidojë në zgjedhjet e ardhshme brenda PD-së për postin e kryetarit të Tiranës dhe nuk ka ndër mend të sfidojë Berishën…

Quiz: Kush ka qenë i pari që ka përdorur frazën “pushteti i familjes”, Edi Rama, Taulant Balla, Mero Baze, apo dikush tjetër? Duhet gjetur e duhet t’i japim një medalje, pasi “pushteti i familjes” nuk na qenka një sendërgjí opozitarësh. Përkundrazi, është një fakt, që verifikohet tanimë nga të gjitha drejtimet e nga shumë dëshmi. Njerëzit, me dëshirën për t’i parë gjërat ashtu si janë e për t’u vënë emrin e tyre, do ish dashur ta kishin bërë me kohë e me vakt këtë verifikim, pasi ndikimi i vajzës së Kryeministrit në qeverisje është tanimë një gjë e provuar dhe e stërprovuar, të paktën në nivelin e fuqisë së saj për të rekrutuar, promovuar e graduar miq e shokë të vetët në të gjitha rangjet e qeverisë e të administratës, ndërsa emri i djalit të Kryeministrit ka dalë qartazi në një numër situatash në aferën e Gërdecit. Të dy këta janë përfolur në shtyp edhe për rrethana të tjera, që kanë të bëjnë me blerje e shitje trojesh, me trafik influence në vendimmarrje, me lidhje të dyshimta me biznesmenë të vendit e të huaj, por të gjitha këto, edhe pse janë hamendje të besueshme, kanë nevojë të provohen e të dokumentohen mirë. Ndërsa në rastet e mësipërme, fëmijët “Berisha”, që nuk janë dhe aq fëmijë, janë qartazi “brenda”, me kokë e me këmbë.

Gjysmë të vërtetat e mediave qeveritare

Një nga lajmet më të rënda të botuara dje nga ana e mediave shqiptare, ishte ai për lidhjen e mundshme të deputetëve me krimin, sipas një kabllogrami të ambasadës amerikane(lajmi më i rëndë, ai për rolin e Shkëlzen Berishës, ishte botuar vetëm në tre gazeta, Shekulli, Shqip dhe Tema, gjithashtu dhe lajmi për Agron Kuliçaj).

Por, si e kanë trajtuar mediat qeveritare këtë lajm, pra lidhjet e mundshme të deputetëve shqiptarë me krimin.

Koha Jonë përmendte vetëm Gramoz Ruçin, Paulin Sterkaj dhe Tom Doshi, duke mos përmendur në asnjë resht Lulzim Bashën, Sokol Olldashin, Enkeled Alibeaj dhe Lefter Kokën, ashtu siç përmenden në kabllogram.

Lulzim Basha, direkt verbunden mit Aldo Bare Bande und sorgte dafür das der Super Verbrecher “Ben Qimja”, freikam der wohl auch in den Mord an den SP Abgeordneten Xhindi verwickelt ist.

Enkeled Alibeaj, wie alle Justizminister, mit der OK verbunden, inklusive dem jetzigem Komiker: Eduard Halimi: Enkeled Alibeaj, (Studien Freund des Shkelzen Berisha, wie auch der Gangster Lulzim Basha):  liess sich den Wahlkampf finanzieren von dem Gangster Syndikat: Fatmir Kajollin, der dann aus dem Gefängnis freikam!

Der PD Abgeordnete Ilir Bano, Profi Verbrecher auch als Partner der Aldo Bare Bande (welche 1997 Albanien plünderte: 1997 wussten die Geheimdienste schon, das das Meiste von den eigenen PD Direktoren und PD Polizisten geplündert wurde, was allgemein Gut ist. ausl. Investoren, den Italienern, der Deutschen Botschaft bestens bekannt, wie das wirklich ablief in 1997, wo angeblich Alles geplündert wurde.)

¶2. © Some of the more noteworthy MPs with ties to organized
crime are:

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
the Human Rights Report for physically assaulting a
journalist in the Sheraton Hotel, was a key figure in
financing SP electoral efforts. He is known as the richest
MP, with a declared fortune of more than $15 million and is
also suspected of trafficking narcotics. Doshi served in the
previous parliament as a DP MP, before switching sides to the
SP shortly before the election.

– Lefter Koka: Representing LSI from Durres, Koka is a
member of perhaps the most notorious organized crime family
in Albania, with ties to narcotics and human trafficking and
other illicit activities.

– Sokol Oldashi: Olldashi, the current Minister of Public
Works, Transport, and Telecommunication and DP MP from Fier,
is suspected of smuggling goods and narcotics.
Circumstantial evidence links Olldashi and Fatmir Kajolli in
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
release prisoners from jails to act as electoral bullies.

– Lulzim Basha: According to one SP source, FM Basha, who
represents the DP in Elbasan, was involved in facilitating
the release from prison of a notorious criminal in Elbasan in
return for support from the criminal’s family. Relatives of
the criminal promised to „organize“ people in Elbasan to
support Basha. The criminal was released on June 29, the day
after the elections.

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
former professional wrestler with little to no formal
education. Sterkaj was previously in the SP and has been
accused by a former friend of murdering a politician in
Shkoder a few years ago. Sterkaj claims to have business
interests in oil, restaurants, and construction, but little
is known about his activities.

– Gramoz Ruci: SP MP and party General Secretary, Ruci has
long-standing ties to narcotics traffickers and organized
crime. Ruci has also been banned from entering the U.S.
since 2005 due to a permanent visa ineligibility.

At the start of a new political season, Albania needs to get serious on addressing the 12 priorities drawn up by Brussels in 2010, says the Netherlands Ambassador in Tirana, Henk G.C. van den Dool.

After only one week in power, newly appointed General Director of the State Police Hysni Burgaj announced reassignments of almost all regional and functional police directors. Two weeks later, Burgaj made similar staff changes in the Border Police. While the speed of the shakeup took critics and international donors by surprise, Post agrees with the European Union Police Assistance Mission PAMECA’s assessment that the changes were in compliance with regulations and Post’s ICITAP believes many are positive moves. However, Post remains concerned about the Director of Intelligence, Agron Kulicaj, who was not moved in the shakeup. Sources claim Kulicaj is corrupt and international donors refuse to assist the Albanian Police due in part to his presence. The Ambassador has expressed our concern over corruption in the senior ranks of the State Police in general to Minister of Interior Basha, and Post’s ICITAP has expressed our specific concerns about Kulicaj to Burgaj. Burgaj has noted that Kulicaj is closely connected to Prime Minister Berisha, and any attempt to dismiss or reassign him must come from the PM’s office. End Summary. WIDESPREAD SHAKEUP ASSESSED POSITIVELTY ————————————— ¶2. (SBU) On October 29, Burgaj was appointed by the Council of Ministers to replace Ahmet Prenci. It is widely rumored that although Prenci offered his resignation due to health concerns, in reality he took the fall over police mishandling of the arrest of organized crime figure Dritan Dajti in August. Burgaj was previously Prenci’s deputy and enjoys a good reputation. To date, Post has been pleased with Burgaj’s performance. Shortly after his appointment, Burgaj indicated to Post his intention to make sweeping personnel changes in the Albanian State Police (ASP). ¶3. (SBU) While the speed of Burgaj’s announced changes was surprising, the changes have been assessed positively and have been in compliance with regulations in the Police Law. A concern reported by PAMECA is that normally, dismissed or reassigned officers should be given 30 day’s notice, but PAMECA’s report went on to say “practice in many UK forces would not be dissimilar after the appointment of a new Chief Constable, so PAMECA’s response has been a balanced one.” The moves have been reassignments rather than dismissals and have been assessed positively by both ICITAP and PAMECA. ICITAP has not cited any of the proposed moves as having a negative impact to date. ¶4. (SBU) The UK Embassy raised initial concern over the reassignment of Arjan Muca from the directorate of organized crime to be an advisor to Burgaj. British concerns stem from the substantial investment the EU had made in the organized crime directorate that they felt would be lost in the dismissal. However, after further deliberation, the EU concluded that historical knowledge and training will remain intact in the capacity of the staff. ICITAP believes Muca’s reassignment is beneficial as Muca has been opposed to information-sharing with the Border Police. CONTINUED CONCERNS OVER KULICAJ ——————————- ¶5. (C) One director that was not touched in the shakeup was Agron Kulicaj, Director of Intelligence in the ASP, who is widely believed to be corrupt. Sources have told post that several European donors refuse to get involved in police assistance partly due to Kulicaj’s presence. We have reason to believe this may be true of some U.S. agencies also. Not only are Kulicaj’s corrupt practices well-known, there are rumors that he may have been involved in the debacle that unfolded around the arrest of organizd crime figure Dritan Dajti in August, when Dajti was tipped off and several police officers died in the consequent shoot-out. Some in the police believe that Kulicaj may have assisted Dajti to escape previous arrest attempts. According to police sources, senior police officials decided to move against Dajti in August of this year because Kulicaj was out of Albania at the time and supposedly unable to tip off Dajti. ¶6. (C) The Ambassador has shared with Minister Basha our concerns about corruption in the senior levels of the ASP. Last week, ICITAP spoke with ASP General Director Burgaj about our specific concerns with Kulicaj. Burgaj concurred, noting that he has had his own problems with Kulicaj and that TIRANA 00000755 002 OF 002 others in the police are concerned with his alleged involtement in corrupt)on afd links to organized criminalc.     ¶1. (C) Despite the relative calm on Election Day, it has
    very much come to our attention that there is a strong
    undercurrent of people tied to organized crime that
    participated and/or were involved in possibly manipulating
    the June 28 elections. The three major parties, the
    Democratic Party (DP), the Socialist Party (SP) and the
    Movement for Social Integration (LSI) all have MPs with links
    to organized crime. While Post cannot legally prove these
    links, the conventional wisdom, backed by other reporting, is
    that the new parliament has quite a few drug traffickers and
    money launderers. During the electoral campaign, one
    politician, Alex Keka, a local head of the Christian
    Democratic Party (CDP) in northern Albania, was even killed
    by a car bomb. Keka was suspected of being involved in the
    trafficking of arms and narcotics. (NOTE: Keka was not
    running for Parliament, although other members of his party
    were. END NOTE).

    Law Breakers Turned Law Makers
    ——————————

    ¶2. (C) Some of the more noteworthy MPs with ties to organized
    crime are:

    – Tom Doshi: An SP MP from Shkoder, Doshi, singled out in
    the Human Rights Report for physically assaulting a
    journalist in the Sheraton Hotel, was a key figure in
    financing SP electoral efforts. He is known as the richest
    MP, with a declared fortune of more than $15 million and is
    also suspected of trafficking narcotics. Doshi served in the
    previous parliament as a DP MP, before switching sides to the
    SP shortly before the election.

    Lefter - Nard Koka - Agron / Armando Duka Mafia: specialist für fraud election in Durres / Spitale

    – Lefter Koka: Representing LSI from Durres, Koka is a
    member of perhaps the most notorious organized crime family
    in Albania, with ties to narcotics and human trafficking and
    other illicit activities.

    – Sokol Oldashi: Olldashi, the current Minister of Public
    Works, Transport, and Telecommunication and DP MP from Fier,
    is suspected of smuggling goods and narcotics.
    Circumstantial evidence links Olldashi and Fatmir Kajolli in
    Fier to Minister of Justice Enkelejd Alibeaj in a scheme to
    release prisoners from jails to act as electoral bullies.

    – Lulzim Basha: According to one SP source, FM Basha, who
    represents the DP in Elbasan, was involved in facilitating
    the release from prison of a notorious criminal in Elbasan in
    return for support from the criminal’s family. Relatives of
    the criminal promised to “organize” people in Elbasan to
    support Basha. The criminal was released on June 29, the day
    after the elections.

    – Paulin Sterkaj: The 48 year old DP MP from Shkoder is a
    former professional wrestler with little to no formal
    education. Sterkaj was previously in the SP and has been
    accused by a former friend of murdering a politician in
    Shkoder a few years ago. Sterkaj claims to have business
    interests in oil, restaurants, and construction, but little
    is known about his activities.

    – Gramoz Ruci: SP MP and party General Secretary, Ruci has
    long-standing ties to narcotics traffickers and organized
    crime. Ruci has also been banned from entering the U.S.
    since 2005 due to a permanent visa ineligibility.

    ¶3. (C) Comment: Post is not sure which tack the ODIHR report
    on the Albanian elections will take once released, but it is
    widely accepted locally that many MPs posing as “businessmen”
    are in fact strongly suspected of having ties to organized
    crime. These individuals are now MPs, have immunity under
    the law, and are responsible for making the laws that will
    propel Albania toward further Euro-Atlantic integration. The
    seedy, possibly criminal, behavior of many of Albania’s MPs
    is disturbing and does not bode well for democratic
    development. It is a widely held view throughout Albania
    that all parties have MPs with links to organized crime and
    accept money from organized crime. This is a very troubling
    phenomenon that we and the international community will have
    to address at some point in the future. One bright spot,
    however, is that there are a few MPs who have begun to
    recognize that Albania should not have such
    characters represented in its parliament. How long it will
    take though to remove these ruffians from power though is
    another question. After all, money is the lifeblood of
    politics, and in a poor country with no campaign finance

    transparency or tradition of small donors supporting their
    favorite candidates, criminals are an easy source of campaign
    funds.

    Wie überall sind die so strohdumm, das man die eigenen Gesetze, Regelungen nicht kennt, denn man hat als Strohdumm, sowas schon wieder vergessen.

    Bei der Wahl zum HCH Mitglied für Cefa, wurde erneut die Parlaments Wahl gefälscht, wo 71 Stimmen für Cefa entfielen. Aber auch der Durres Gangster Boss Bizgha war abwesend der Opposition, wo die Kollegin dann die Knöpge drückte. Vorgeschrieben ist, eine geheime Wahl und keine elektronische Wahl.

    Votimi në fakt ishte provë gjenerale edhe për zgjedhjen e Presidentit të Republikës në muajin korrik. Demokratët humbën votat e LSI-së dhe të deputetit Gazmend Oketa, por morën mbështetjen e deputetit Kastriot Islami. Si rrallë ndonjëherë, në seancë ishin të pranishëm 139 deputetë , me përjashtim të deputetes Rudina Seseri, e cila ka dhënë dorëheqjen. Ndërkohë, dje edhe opozita tregoi dobësi në Kuvend në ligjin për “Shëndetin Mendor”, ku nuk arriti që të ishte kompakte.

    Shumë prej deputetëve votuan ndryshe nga grupi parlamentar. Shtatë deputetë votuan kundër, 8 abstenuan dhe 109 deputetë të Kuvendit votuan pro ligjit. Deputetët Peza, Isaraj,Koci, Gaçi, Gjoni dhe Dule votuan kundër ligjit, ndërsa deputetët Subashi, Felaj, Xhafaj, Majko, Isaraj, Abazi abstenuan. Deputetët e opozitës në jo pak raste kanë votuar ndryshe nga grupi parlamentar duke mos pasur frikën e ndëshkimit si në rastin e deputetit Islami. Partia Socialiste për të shtrënguar radhët e saj ka marrë edhe një vendim në Asamblenë e Përgjithshme ku i detyron deputetët që të votojnë njëzëri për vendimet që ka marrë grupi parlamentar socialist.
