Live gesehen auch bei den Parlaments Wahlen 2009, die militanten DP Anhänger bei den Wahl Lokalen, welche heute u.a. durch den Ex-Botschafter Withers beschuldigt werden, gefakte ID Karten erhalten zuhaben von Ferdinand Poni, mit den Daten von Migranten, wo nur noch Bilder der eigenen Anhänger eingescannt wurden. Diese Berufs Kriminellen, welche Salih Berisha anheuert, teilweise sogar freigelassene Mörder, benutzten dann diese ID Karten um mehrfach zuwählen. siehe Gramoz Ruci im Parlament und der Profi Wahlfälscher von 1996 schon, ist heute zuständig für die Biometrischen Pässe und ID Karten, als Mitglied im engeren Zirkel der Berisha Top Mafia. Ergänzt mit den neuen wikileaks Informationen, wie das Poni organisierte, die Ausführungen des Gramoz Ruci im Parlament und andere Ausführungen, ergibt sich ein klares Bild gezielter Wahlfälschungen, was sogar wie bewiesen vor gefälschten Abstimmungen im Parlament durch Josefina Topalli nicht halt macht.

“How to steal elections, Albanian style.” This is not the title of a manual for stealing elections, but a cable of the US Embassy that was published today on Wikileaks, showing all misdeeds of 1996.

“The manipulated elections of 1996 show the lowest point for the Albanian elections, filled with irregularities, violence, artificially filled ballot boxes, police intimidation against opposition and an incompetent administration of the process. These elections were destructive and brought the country to collapse and civil war one year later”.

This is how the US Embassy describes the situation of the elections on that year, a manipulation behind which stood Sali Berisha, then President of the country from the Democratic Party, and the Interior Minister of the time, now Deputy Minister, Ferdinand Poni.

“The fact that today Berisha is the head of the government and Pony the director of the Identity Cards project has concerned the Socialist Party that the same situation will be repeated again”.

The US embassy sends a detailed report to the US State Department 16 days before the General Elections of 28 June 2009, describing all the manipulations that were used in Albania, such as sending ballots with pizza boxes, while the security cameras were switched off during the manipulation.

The cable also describes the concern of the Socialist Party for equipping DP militants with identity cards which are produced with the names of emigrants outside Albania. These identity cards have the picture of the militant, but the generalities of someone else.

“You see, I voted for DP for not being fired”, is the sub-title of this cable that describes the intimidation of the state administration for participating in DP electoral meetings, where they are obliged to be photographed for not being fired. The US embassy considers this a serious threat for losing the job.

The conclusive comment of this cable, written by Ambassador Withers, says that the potential for having other manipulations in these elections is real, taking in consideration the past electoral developments and the current political parties.

“The expectancy of these elections remains high for Prime Minister Berisha, especially after the constant voices that members of the Berisha familly are part of the Gerdeci scandal”, the cable concludes.

The Wikileaks cable of 20 June 2008 reveals important and previously unknown details for the tragedy of Gerdec, which the US Embassy has secured after a meeting of the Ambassador Withers with the Commander Luan Hoxha, with request of the latter.

“In a hot political climate, the Commander of the Albanian Army, Luan Hoxha asked to meet the ambassador and talk about his dismissal and the cooperation with the General Prosecution, including facts about Gerdec”, the cable says.

In this meeting, General Hoxha has told his version of the facts for what happened on 15 March 2008.

Different to what was said in a public press release which blamed the way Gerdec dismantling process was operated, Hoxha says that all decisions were taken by the former Minister Fatmir Mediu, from the selection of Gerdec village as a dismantling area to the types of ammunitions that would be destroyed there, including the time that the dismantling process would take.

According to Luan Hoxha, the army personnel had orders to transport ammunitions, to guard the dismantling area and nothing else.

During the half of the project, on December 2007, Hoxha was ordered by Mediu to proceed, regardless his concern that was sent to the Prime Minister Sali Berisha, the Parliament Speaker Jozefina Topalli and the Defense Minsiter Fatmir Mediu.

After this, pressures came through the phone call of a young boy who according to Luan Hoxha was confirmed as Shkelzen Berisha, the son of the Prime Minister Sali Berisha. Hoxha’s declaration says that after this phone call, they started sending big caliber ammunition to be dismantled in Gerdec, without delaying it, according to the cable.

General Luan Hoxha was asked by Ambassador Withers if he gave this information to the Prosecution, and he confirmed that he had presented all the documentation to the prosecutors, but not the part of Shkelzen Berisha, because Hoxha wouldn’t feel safe to give it.

According to the same cable, Withers suggested that for a successful investigation, whoever that knows some truth should speak.

During this dialogue, Hoxha has admitted that he should talk, on behalf of justice, but he hasn’t confirmed if he would ever do that.

Hoxha has also confirmed that there are many other people who are aware of this information.

By commenting the declarations of Luan Hoxha, ambassador Withers says:

“This is the second incident when a high rank official, fearing his life and profession, expresses his confidential concern to an ambassador. The first case is that of the Vice Chairman of the High Council of Justice, Kreshnik Spahiu. There are other proofs that support the version of Luan Hoxha. As Commander of the Army, his relations with the former Minister Mediu were always tense. Same as in our relations, it seems that he was frequently left aside, lacking of the authority to fulfill the duties of his office. According to public data, the General Prosecution seems of having focused her investigation beyond the Army and Mediu, maybe because there’s where the evidence has led her until now. If the version of Luan Hoxha has true elements, it could help in answering other relevant questions and the greatest one: why has the Prime Minister advanced with his constant attacks against independent institutions exactly during this time, by alarming the international community and by raising great question about Albania’s democratic credentials, right before the agreement with NATO”.

After only one week in power, newly  appointed General Director of the State Police Hysni Burgaj  announced reassignments of almost all regional and functional  police directors.  Two weeks later, Burgaj made similar staff  changes in the Border Police.  While the speed of the shakeup  took critics and international donors by surprise, Post  agrees with the European Union Police Assistance Mission  PAMECA’s assessment that the changes were in compliance with  regulations and Post’s ICITAP believes many are positive  moves.  However, Post remains concerned about the Director of  Intelligence, Agron Kulicaj, who was not moved in the  shakeup.  Sources claim Kulicaj is corrupt and international  donors refuse to assist the Albanian Police due in part to  his presence.  The Ambassador has expressed our concern over  corruption in the senior ranks of the State Police in general  to Minister of Interior Basha, and Post’s ICITAP has  expressed our specific concerns about Kulicaj to Burgaj.  Burgaj has noted that Kulicaj is closely connected to Prime  Minister Berisha, and any attempt to dismiss or reassign him  must come from the PM’s office. End Summary.    WIDESPREAD SHAKEUP ASSESSED POSITIVELTY  —————————————    ¶2. (SBU) On October 29, Burgaj was appointed by the Council  of Ministers to replace Ahmet Prenci.  It is widely rumored  that although Prenci offered his resignation due to health  concerns, in reality he took the fall over police mishandling  of the arrest of organized crime figure Dritan Dajti in  August. Burgaj was previously Prenci’s deputy and enjoys a  good reputation. To date, Post has been pleased with Burgaj’s  performance.  Shortly after his appointment, Burgaj indicated  to Post his intention to make sweeping personnel changes in  the Albanian State Police (ASP).    ¶3. (SBU) While the speed of Burgaj’s announced changes was  surprising, the changes have been assessed positively and  have been in compliance with regulations in the Police Law.  A concern reported by PAMECA is that normally, dismissed or  reassigned officers should be given 30 day’s notice, but  PAMECA’s report went on to say “practice in many UK forces  would not be dissimilar after the appointment of a new Chief  Constable, so PAMECA’s response has been a balanced one.”  The moves have been reassignments rather than dismissals and  have been assessed positively by both ICITAP and PAMECA.  ICITAP has not cited any of the proposed moves as having a  negative impact to date.    ¶4. (SBU) The UK Embassy raised initial concern over the  reassignment of Arjan Muca from the directorate of organized  crime to be an advisor to Burgaj.  British concerns stem from  the substantial investment the EU had made in the organized  crime directorate that they felt would be lost in the  dismissal.  However, after further deliberation, the EU  concluded that historical knowledge and training will remain  intact in the capacity of the staff.  ICITAP believes Muca’s  reassignment is beneficial as Muca has been opposed to  information-sharing with the Border Police.    CONTINUED CONCERNS OVER KULICAJ  ——————————-    ¶5. (C) One director that was not touched in the shakeup was  Agron Kulicaj, Director of Intelligence in the ASP, who is  widely believed to be corrupt.  Sources have told post that  several European donors refuse to get involved in police  assistance partly due to Kulicaj’s presence.  We have reason  to believe this may be true of some U.S. agencies also.  Not  only are Kulicaj’s corrupt practices well-known, there are  rumors that he may have been involved in the debacle that  unfolded around the arrest of organizd crime figure Dritan  Dajti in August, when Dajti was tipped off and several police  officers died in the consequent shoot-out.  Some in the  police believe that Kulicaj may have assisted Dajti to escape  previous arrest attempts.  According to police sources,  senior police officials decided to move against Dajti in  August of this year because Kulicaj was out of Albania at the  time and supposedly unable to tip off Dajti.    ¶6.  (C) The Ambassador has shared with Minister Basha our  concerns about corruption in the senior levels of the ASP.  Last week, ICITAP spoke with ASP General Director Burgaj  about our specific concerns with Kulicaj. ¶1. (C) Despite the relative calm on Election Day, it has 
very much come to our attention that there is a strong 
undercurrent of people tied to organized crime that 
participated and/or were involved in possibly manipulating 
the June 28 elections. The three major parties, the 
Democratic Party (DP), the Socialist Party (SP) and the 
Movement for Social Integration (LSI) all have MPs with links 
to organized crime. While Post cannot legally prove these 
links, the conventional wisdom, backed by other reporting, is 
that the new parliament has quite a few drug traffickers and 
money launderers. During the electoral campaign, one 
politician, Alex Keka, a local head of the Christian 
Democratic Party (CDP) in northern Albania, was even killed 
by a car bomb. Keka was suspected of being involved in the 
trafficking of arms and narcotics. (NOTE: Keka was not 
running for Parliament, although other members of his party 
were. END NOTE). 

Law Breakers Turned Law Makers 
—————————— 

¶2. (C) Some of the more noteworthy MPs with ties to organized 
crime are: 

– Tom Doshi: An SP MP from Shkoder, Doshi, singled out in 
the Human Rights Report for physically assaulting a 
journalist in the Sheraton Hotel, was a key figure in 
financing SP electoral efforts. He is known as the richest 
MP, with a declared fortune of more than $15 million and is 
also suspected of trafficking narcotics. Doshi served in the 
previous parliament as a DP MP, before switching sides to the 
SP shortly before the election. 

Lefter - Nard Koka - Agron / Armando Duka Mafia: specialist für fraud election in Durres / Spitale

– Lefter Koka: Representing LSI from Durres, Koka is a 
member of perhaps the most notorious organized crime family 
in Albania, with ties to narcotics and human trafficking and 
other illicit activities. 

– Sokol Oldashi: Olldashi, the current Minister of Public 
Works, Transport, and Telecommunication and DP MP from Fier, 
is suspected of smuggling goods and narcotics. 
Circumstantial evidence links Olldashi and Fatmir Kajolli in 
Fier to Minister of Justice Enkelejd Alibeaj in a scheme to 
release prisoners from jails to act as electoral bullies. 

– Lulzim Basha: According to one SP source, FM Basha, who 
represents the DP in Elbasan, was involved in facilitating 
the release from prison of a notorious criminal in Elbasan in 
return for support from the criminal’s family. Relatives of 
the criminal promised to “organize” people in Elbasan to 
support Basha. The criminal was released on June 29, the day 
after the elections. 

– Paulin Sterkaj: The 48 year old DP MP from Shkoder is a 
former professional wrestler with little to no formal 
education. Sterkaj was previously in the SP and has been 
accused by a former friend of murdering a politician in 
Shkoder a few years ago. Sterkaj claims to have business 
interests in oil, restaurants, and construction, but little 
is known about his activities. 

– Gramoz Ruci: SP MP and party General Secretary, Ruci has 
long-standing ties to narcotics traffickers and organized 
crime. Ruci has also been banned from entering the U.S. 
since 2005 due to a permanent visa ineligibility. 

¶3. (C) Comment: Post is not sure which tack the ODIHR report 
on the Albanian elections will take once released, but it is 
widely accepted locally that many MPs posing as “businessmen” 
are in fact strongly suspected of having ties to organized 
crime. These individuals are now MPs, have immunity under 
the law, and are responsible for making the laws that will 
propel Albania toward further Euro-Atlantic integration. The 
seedy, possibly criminal, behavior of many of Albania’s MPs 
is disturbing and does not bode well for democratic 
development. It is a widely held view throughout Albania 
that all parties have MPs with links to organized crime and 
accept money from organized crime. This is a very troubling 
phenomenon that we and the international community will have 
to address at some point in the future. One bright spot, 
however, is that there are a few MPs who have begun to 
recognize that Albania should not have such 
characters represented in its parliament. How long it will 
take though to remove these ruffians from power though is 
another question. After all, money is the lifeblood of 
politics, and in a poor country with no campaign finance

transparency or tradition of small donors supporting their 
favorite candidates, criminals are an easy source of campaign 
funds.

E rëndë, e turpshme, e frikshme. Kaq mund të thuhet së fundmi. Por më e rëndësishmja është se diplomacia amerikane, me dashje apo pa dashje, ashtu dhe siç ishte parashikuar se vjeshta do të ishte shumë e nxehtë, ia vuri “kokën” të menderja politikanëve shqiptarë, hapur, qartë dhe prerë. Makinacionet se si ia punonin njerëzit e tij Edi Ramës, nga spiunët Kastriot Islami, Arben Malaj, Ben Blushi me shokë, deri tek makinacionet e ndyra të Berishës për të mbajtur pushtetin nën thundrën e “Younger Berisha”. Por sot janë zbardhur më të frikshmet. Meta ëndërron kryeministrin thonë kabllogramet dhe mezi pret t’ia fusë dhe Berishës. Ndërkohë që “Bomba” vjen si qershia mbi tortë. Lulzim Basha liroi kriminelë nga burgu sepse u premtoi për zgjedhjet e 28 qershorit 2009 vetëm që t’u merrte votën. Pasi mori votën në Elbasan i liroi anëtarët e disa familjeve mafioze në Elbasan, ndërsa vetë është i dyshuar për miqësi me trafikantë drogë dhe vrasës.

Po kështu dhe ish-badiguardi i Berishës, Agron Kuliçaj, i cili prej 6 vjetësh është de fakto drejtor i Policisë së Shtetit. Më e rëndë s’ka ku të vejë. Nëndrejtori i Përgjithshëm i Policisë ka furnizuar me informacione Dritan Dajtin se si të jetonte i lirë në arrati pak kilometra nga Tirana dhe se si të vriste 4 policë. Por ka edhe më. Sokol Olldashi duhet të përgjigjet edhe për dyshimet për vrasjen e deputetit Fatmir Xhindi një muaj para zgjedhjeve. Sepse Uikiliks e thotë qartë se ai dhe Enkeled Alibeaj, liruan të burgosur për trafiqe e vrasje për të marrë vota në qarkun e Fierit. Përmendet edhe emri i një personi Fatmir Kajotit, me të cilin është bërë pazari për elektorat. Më tej përmenden edhe dy deputetë biznesmenë të PS-së, Tom Doshi dhe Paulin Sterkaj, po për këta ka shumë pak informacion përveç faktit se Doshi është më i pasuri dhe rrahu një gazetar, kurse Sterkaj ka biznese, nuk është shumë i njohur dhe se një miku i tij e ka akuzuar dikur për përfshirje në një krim.

Nuk dihet dhe sa të tjera do të nxjerrë në kabllograme Uikiliks, por diçka është e sigurtë. Ose do të arratisen shqiptarët nga Shqipëria dhe të mbeten deputetët dhe tarafi i tyre, ose do të ikin këta të fundit dhe të gjejnë drejtësinë që u takon. Por titulli i kabllogrameve është më i frikshëm dhe pesimist; Nga thyerës të ligjeve, në bërës të tyre, kriminelët që sot bëjnë ligjet e shtetit.
