Der Coastal Management Plan der Weltbank, wird trotz Millionen von Investitionen, von der Albaner und Internationalen Mafia ganz einfach ignoriert und die Land- und Geldwäsche Mafia in Süd Albanien, interessiert unverändert, kein Grund Eigentum noch irgendwelche Gesetze. Wild-West ohne Ende, wie in keinem anderen Land in der Welt.

Zehn – Tausende von Arbeits Plätze in der Touristik, sind so von der Albanischen Mafia in dieser Welt Premiere von Total Idioten verloren gegangen, durch Dreck, Müll, Gestank und Beton an der Küste.

Nun übernimmt die OSCE und EU die Finanzierung der Registrierung der Grundstücke in Süd Albanien, wo Kriegs Zustand herrscht Die Regierung hat Null Macht in Süd Albanien und ebenso in weiten Teilen von Nord Albanien. Die Grundstücks Agenur: Agjencisë së Kthimit dhe Kompensimit të Pronave (AKKP), ist immer schon ein korrupter Schrott gewesen, und die Leiter sind immer schon inklusive Shaban Memia, direkt in den Handel mit gefälschten Grundstücks Urkunden verwickelt. Bau Gesetze werden immer total ignoriert und die meisten Bürgermeister sagen öffentlicht. Hier gibt es keine Bau Polizei, noch wird Bautätigkeit kontrolliert, was schon Alles sagt, wie in Durres, oder im Moment in Vlore und Orikum.

Die Dumm Idioten Mafia der Albanischen Neanderthaler, terrorisieren das Albanische Volk u.a. weil man Öffentliche Strände besetzt und vermietet, wie Grundstücke mittels Fälschungen verkauft und bebaut. Wie so oft erneut in einer Art Welle Nr. 4 werden  grosse Grundstücke besetzt und einfach mit Mauern begrenzt und die Rechte der Alt-Eingesessenen überall ignoriert durch diese militanten Mafia Banden, oft rund um die Salih Berisha Partei der Ilir Meta Partei LSI und wie immer dabei: die Oppositions Partei SP von Edi Rama ebenso. Salih Berisha und seine so genannte Regierung ist u.a. mit dem Haupt Verteiler von Drogen eng verbunden, der Dashamir Gjoka Mafia in Shiak, welche auch Durres beherrscht auch in den Geldwäsche Bauten und dem Grundstücks Diebstahl. Reden wir hier von über  10 Tonnen Heroin usw.  allein in über 15 Jahren, durch die Gjoka Mafia, deren Baufirmen, Staatsaufträge (ohne Ausschreibung) erhält auch zuletzt von vom Minister Ferdinand Xhaferrie durch das MTKS Ministerium auf Archälogischen Gebiete.

Die Landraub Mafia, ist uraltes Thema in Albanien, was einen neuen Höhepunkt, mit der Idioten Mafia des Salih Berisha ereichte. Nicht nur der Oppositions Führer Edi Rama, ist wegen seinem kriminellen Umfeld isoliert, sondern auch der Steinzeit Kommunist Salih Berisha, der sich in Albanien wie ein Terrorist gegen die Bevölkerung agiert.

Salih Berisha, ist die peinlichste Gestalt in Europa und wohl der dümmste Politiker in Europa. Dumm und kriminell, ist nur noch peinlich. In the Albanian southern coastline has just started one of the most important projects, which aims to register the property titles in one of most beautiful areas of our country.

The property issue is one of most delicate matters in Albania. There have been many complications through the years, due to the transition of the country. This 1.5 million EUR project, financed by the European Union and implemented by OSCE, in cooperation with the office of Real Estate Registration, aims to make the initial property registration in full accordance with modern standards for about 60,000 properties from Palasa to Xarra. The project will also include new road signals, and will guarantee clear property titles to the new owners, increasing this way the investment potentials in the Albanian southern coast.

“This project is of great importance. I have confidence that this will be a success story, as it was proved with the registrations of the Registrar’s Office”, Berisha declared.

There have been several protests for property matters in this coastal area, but the goal of this project, as OSCE ambassador explained, is not the solution of the disagreements, but digitization of the current property data, in full accordance with current documentation, by increasing transparency and avoiding corruption.

“Allow me to underline that the responsibility for registering property titles belongs to the Albanian institutions. I think that I was very clear when I noted that the goal of this project is to register data, and not to distribute property titles”, the ambassador declared.

The solution of the property issue is one of 12 key recommendations of the European Union for Albania, and one of most important matters discussed lately in Brussels, which insists for the fulfillment of this standard.

“We can testify that there has been progress in this field. However, the property issue remains incomplete. We want to see that the state will guarantee legal safety to the property titles not only for the families, but also for the businesses. This project is part of your trip towards Europe, a journey that has started to pay off and will continue in the future, when it will be complete”, declared EU ambassador, Ettore Sequi.

But when will this complicated process of the property issue end? When will the Albanian state have the full property data of its citizens? In the EU candidate status questionnaire, the official Tirana has given a deadline to Brussels, until 2018. But a key project has started with the World Bank, which includes the registration of 400.000 property titles, has made Prime Minister Berisha to change his promise to an earlier date, based even in the population and residence registration that will start this autumn.

“The government has set the objective to finish the national registration of real estates by May 1st 2013”, Berisha declared.

Land registration and road signs in Albania’s south coast assisted by €1.5 million European Union-funded project implemented by OSCE

TIRANA, 21 July 2011 – This EU funded €1.5 million technical assistance project, implemented by the OSCE Presence in Albania was presented today in Tirana. This project in a key touristic region of Albania aims to complete the first property registration and updating of existing registration for some 60,000 properties in coastal areas of the country from Palase Gjolek in the north to Xarre. This will give owners clear legal title and boost the potential for investment in the region. The project also includes new street signs installed in Saranda, Selenica, and Armen, and soon to be installed in six other areas (Golem, Qender Vlora, Orikum, Lukova, Delvina and Dhiver) at a cost of €103,000.

Speaking at the project presentation, Ambassador Ettore Sequi, the Head of the EU Delegation to Albania, said: “Clear property titles and legal certainty are essential prerequisites for prosperous development of the country and attracting foreign investment. Only when such a system is finally in place will Albania become an attractive location for foreign investors to establish operations leading to employment generation.”

The Head of the OSCE Presence in Albania, Ambassador Eugen Wollfarth, stated: “The project will assist the Government in increasing security of tenure, which is crucial for the sustainable development of the coastal area. It will also provide a basis for officials and lawmakers to formulate appropriate laws, policies and procedures to establish clear property titles and to protect this right.”

The project collects and processes property-related data and facilitates public participation in a transparent process that will provide public institutions with the information required to accurately determine and protect property rights. It offers natural and legal persons the opportunity to provide documents and information demonstrating a right to property and to request legal recognition of this right. All documents and maps collected and generated under the project will be handed over to the Immovable Property Registration Office.

The project, which receives additional funding from the Governments of Greece (€100,000), the Czech Republic (€50,000) and Switzerland (€30,000), is scheduled to be completed by the end of 2011.

Note: The Himara Community and the Coastal Association stated that the registration land by OSCE, is favoring the Mafia not inhabitants of the regions. In this respect, in close cooperation with World Bank and with the Austrian government, the government will complete the registration of immovable properties within May 2013, starting from today. Likewise, at the same time, will be realized the census, a process that includes not only citizens registration, but also dwellings registration. EU foreign policy chief Catherine Ashton and Enlargement Commissioner Stefan Fuele on Tuesday expressed doubts over the legality of the results in the race for Tirana mayor.

Tourism in Jale, Himara Region, risk of new ethnic conflict

Thousands of young people from Kosovo and Albania, supporters of “Self-Determination” and “Red and Black Alliance,” have “invaded the tourist point of Jali“

Thousands of ethnic Albanians from Kosovo, ultra nationalist supporters of the Albanian political group “Self-Determination” but also from Albania, as supporters of new political movement “of the Black Red Alliance“, have set up their tents in the center of tourist village Jali, of Himara Region, to demonstrate their nationalist views of the Union of Albanian territories.

According to the latest resources, groups of ethnic Albanians from Kosovo, along with beauty that offers elite tourism hot zone of the Region of Himara, are focusing on the so called propaganda of “Greater Albania“, by writing slogans in different areas majority of the ethnic Greek of Himara Region.

At night, many local residents groups, inform that the Albanian extremists who are staying in Jale, move armed into their cars and have done time after time, hit with gun fire, spreading fear among residents and numerous tourists who have come to rest in the touristic area.

Mjaft korrupsionit me pronat tona

Quhem Njazi Muka, arsimtar në pension. Si shumë të tjerë kam 20 vjet që jam në pritje që Qeveria të më kthejë fizikisht pronat që mi ka grabitur qeveria sllavo-komuniste e Enver Hoxhës. Dëgjuam në televizor zotin Kryeministër se Bashkimi Europian ka dhënë 1.5 milionë euro dhe një sasi tjetër parash janë dhënë nga qeveria greke, zvicerane dhe çeke, për projektin e regjistrimit të pronave. Dëgjuam angazhimin e Qeverisë për realizimin e regjistrit kombëtar të pasurive të paluajtshme. Unë jam plotësisht dakord me rëndësinë kombëtare që ka ky regjistrim, por dëshiroj të paralajmëroj seriozisht në radhë të parë ambasadorin e Bashkimit Europian, por dhe ambasadorët e tjerë përfshi zotin Sali Berisha dhe Edi Rama që të korrigjojnë gabimet e postkomunizmit me pronat tona. Me këto fonde është plotësisht e mundur të garantohet kthimi i pronës tek i zoti. Por ndërhyrja e ambasadorëve është e domosdoshme për faktin se:

1. Deri tani Qeveria demokratike nuk ka pasur vullnetin që të kthejë fizikisht në origjinë pronat që na ka grabitur diktatura. Më datë 26.04.09 unë kam botuar një shkrim me titull “Sali Berishën dhe Edi Ramën i bashkon Ligji 7501”. Efektivisht në këto 20 vjet z. Berisha ka qenë kundërshtari numër një i pronarëve të ligjshëm.

2. Që z. Sali Berisha dhe z. Edi Rama, për shkak të mentalitetit të tyre kundër pronarëve origjinalë dhe pro pseudopronarëve dhe si zbatues të platformës së Katovicës, të mos pengojnë më tej përafrimin me BE, duhet që ju si ambasadorë të mos qëndroni indiferentë ndaj kërkesave që programi i financuar prej jush të regjistrojë pronat në përputhje me nenin 41 dhe 181 të Kushtetutës. Kjo bëhet mirë dhe shpejt duke u bazuar në dokumentet e arkivave të shtetit ku janë të gjitha dokumentet e shtetëzimeve komuniste. Jo vetëm ambasadori i BE, por gjithë trupi diplomatik duhet të veprojë efektivisht për ta ndalur këtë eksperimentim dhe hajdutëri që bëhet në emër të demokracisë. Pa kthyer pronën tek i zoti, fjala demokraci dhe pranim në Bashkimin Europian janë fjalë në erë.

3. Ambasadorët janë të njohur me kërkesën që ka bërë shteti Shqiptar nëpërmjet Avokatit të Shtetit në Gjykatën e Strasburgut që kjo Gjykatë të mos shqyrtojë ankesat e pronarëve shqiptarë, sepse shteti nuk ka para të paguajë. Turp më të madh faqe Evropës nuk ka. Pse Qeveria nuk i kthen çdo pronari pronën e tij dhe kompensimet tua japë atyre që kanë shkelur ligjin. Përse Qeveria tallet me Kushtetutën dhe miraton ligje që në titull kthejë pronën dhe po aty me shumë nene e pengon kthimin e pronës. Pse qeveria ka bërë ligj që i legalizon pronën një shtetasi, sepse ai ka pasur guximin të shkeli ligjin, duke ndërtuar pa leje në tokën që duhet t’i kthehet pronarit të shpronësuar. A nuk është për turp për politikanët që ne pronarëve na quajnë ish-pronarë, kur ne jemi pronarë të ligjshëm që na grabiti diktatura dhe për shkak të ligjeve që ata miratojnë qytetarët po grabisin dhe po vrasin njëri-tjetrin.

4. Me tituj të pronësisë, kur qytetari ka regjistruar pronën e dikujt tjetër, sipas ligjit 7501, a mund të thuhet se Shqipëria është vend i sigurt për investime të huaja serioze?

5. Praktikisht situata me pronat dhe ligjet e deritanishme që pengojnë pronarin të gëzojë pronën e tij të trashëguar janë maskim i strategjisë së Ramiz Alisë për të përvetësuar pronat e shtetit dhe të pronarëve sipas platformës së Katovicës.

6. Prej 19 vjetësh të shpallur zyrtarisht Shtet demokratik që zbaton Deklaratën e Helsinkit dhe Liritë e të drejtat e njeriut pronat e shtetëzuara nga diktatura e Enver Hoxhës, Mua më çudit “naiviteti” i ambasadorëve të BE, KE, OSBE, SHBA, Bankës Botërore dhe gjithë institucioneve të tjera për faktin se ata janë në dijeni të faktit se pronat e shtetëzuara, në vend që të kthehen në origjinë, vazhdojnë të mbahen në dorën e shtetit. Këto prona po vidhen nga pushtetarët dhe kjo periudhë edhe nga perëndimorët është quajtur periudha e tranzicionit. Ambasadorët janë në dijeni për faktin se po bëhet me nxitim legalizimi i pushtimeve dhe i ndërtimeve të paligjshme. Ata e kuptojë se legalizimi me ligjet që ka miratuar qeveria i shërben qeveritarëve dhe jo parimeve demokratike, prandaj Ambasadori i BE dhe ambasadorët e tjerë duhet të veprojnë efektivisht për të detyruar qeveritarët për të zbatuar të drejtat themelore të njeriut lidhur me të drejtën për të gëzuar pronën e trashëguar.

7. Sllavo-komunizmi vrau 6000 qytetarë të pafajshëm dhe po aq ka vrarë edhe postkomunizmi, por krimet e tranzicionit po vazhdojnë. Dikur kjo do të analizohen me hollësi shkaktarët e vërtetë të këtyre vrasjeve por ju mund të ndikoni për ti ndaluar ato. Unë në moshën, përvojën dhe vuajtjet që kam kaluar në sistemin sllavo-komunist, i drejtohem përsëri politikanëve me thirrjen: mos turpëroni veten tuaj! Ju drejtohem ju ambasadorit të BE, zotit Ettore Sequi dhe ju lutem: mos gjeni justifikime formale dhe mos lejoni këtë qëndrim në dukje naiv ndaj shkeljes së të drejtës së pronës dhe rrumpallës së pronës që prej 19 vjetësh vazhdon nën ombrellën tuaj, prandaj është koha që bashkërisht të themi: Poshtë komunizmi i shndërruar në kleptokraci dhe korrupsioni i pushtetarëve me pronat tona.
