Die Verbindungen in die Top Mafia, wie dem Dashamir Gjoka Clans, wie zu den Bossen der “Sacra Corona Unita” (Ministerin Majlinad Bregu), sind eine Legende. Und dann diese Verbindungen zur Drogen Mafia mit seinem Minister Fatmir Mediu, der ja massiven Druck schon vor Jahre auf die Medien aufbaute u.a. auf Mero Baze, der dann vom Berisha Financier Rezart Taci, und seinen Leibwächtern zusammen geschlagen wurde. Und wer ist Genc Pollo, der nun die Medien Gesetze umschreiben will, um die Medien zu kontrollieren, damit das Ministerium, Befehle den Medien geben kann wie die total Kontrolle der Medien! Aktiver Motor im Putsch rund um die Ermordung des Azem Hajdari im September 1998, der von den Leibwächtern des Salih Berisha in Wirklichkeit ermordet wurde, aktive Verbindungen in Weltweite Verbrecher Kartelle, bis zu den damaligen Todesschwadronen der Kosvoo Mafia. Spricht bestens Deutsch, ein Protege, Geistig behinderter Politiker aus Österreich schon damals vor fast 20 Jahren.

The draft-law for video and audio broadcasting in Albania, differently known as the New Law for the Media, gives full controlling competences to the government through the Minister of Technology, Genc Pollo.

According to article 22 of this draft-law, the minister has not only the right make proposals for development policies in the electronic communication sector, but he has also the right to propose legal or sub-legal acts for the development of the networks that support the media. The minister has also the right to give instructions.

The existing law does not include these competences. In the Parliamentary hearing session with interest groups in the Commission of Media, this law has been criticized as a possibility for damaging media independence.

“It is unclear and unnecessary. It has to do even with the competences of the minister in this draft-law. This intervention is inconsistent with the content of the other part of the law, and this article could create problems in the future”, said Ilda Londo, representative of the Media Institute.

The head of the Commission, Mark Marku, was more discrete and emphasized several times that this draft-law is still in a discussion phase.

“We think that the draft-law has room for improvements at this stage, and even for further details, if we can be more open. We will continue with the process and the opposition is welcome in the discussions”, Marku declared.

The head of the NCRT (National Council of Radio Television), Endira Bushati, asked for stronger sanctions and fines for abusive operators.

“The new project is not taking in consideration the existing digital operators. I think that we should wait the approval of this strategy. You can approve it with the current status, but it is guaranteed that there will be a fast amend, as soon as the new strategy will be approved”, Bushati declared.

The opposition was not present in this session, but they oppose this draft-law. Socialist MP Alfred Dalipi said for Top Channel that one of the basic conditions set by the European Union, is the wide consensus with the opposition for its approval. According to Mr. Dalipi, the draft-law not only does not respect this, but it totally bypasses the directives of the European Union.

Taking in consideration that this draft-law has been discussed for more than three years, the Socialists say that it is not normal that the government wants to approve it in such a short time, as an initiative for taking the media under control through articles such as the one that, according to them, gives for the first time controlling competences to the respective minister.

However, it remains to be seen what will happen in the days to come, because the head of the commission, Mark Marku, declared that he is open for cooperation with the opposition.

OSCE presence in Albania gave its objections for the new draft-law that is being discussed in the Parliamentary Commission for video and audio broadcasts in the territory of the Republic of Albania.

The objections are technical and essential. For example, article no. 35 that directly affects news broadcasts, imposes obligations seemingly right for the newsrooms, such as “true and impartial broadcasts”, by not expressing the political point of views of the newsroom; the obligation of dedicating an obligatory broadcasting time to the news, which must not damage the dignity, the human and basic rights of the people; or the obligation of not allowing broadcasted programs to damage the public moral and ethics.

OSCE raises the question if this law is able to widely regulate media ethics, or if it would be better for ethics to be regulated by the media itself.

On the article which states that the news should be real and impartial, OSCE raises the question of who determines what is real and impartial.

As for the obligation to dedicate to news not less than 20% of the broadcasting hours from 07:00 to 19:00, except for the cases when the National Council of Radio and Television provides otherwise, OSCE has made a calculation in their question:
20% is equal to 12 minutes per hour, a time that is not fulfilled even by BBC. Isn’t this a severe intervention in the editorial policies and the program of a media?

Are programs of special interest (such as music channels, who might like to operate without news) obliged to broadcast news? What connection are there between this clause with article no.70 of license revocation, and article no.130 that imposes sanctions?

In fact, article no.35 of this draft-law is one of most commented articles in OSCE objections.

A few days ago, I wrote to you about the fire bombing of Mero Baze’s car.  Baze is the editor of TEMA, a newspaper published in Tirana.  The Albanian police, who are under the direct control of Prime Minister Sali Berisha, claimed “faulty wiring” caused the fire.

In brief, in a blatant act of harassment and yet another assault on freedom of speech by Sali Berisha, the Albanian police have blocked TEMA employees from their office.  Have no doubt that this is just another ham-fisted attempt by Berisha to intimidate those critical of his actions and policies.  

 

The list of the Berisha government’s efforts to silence critics includes: the use of Albania’s tax authorities to stop Top Channel TV’s criticism of Berisha; Defense Minister Fatmir Mediu sending his goons to confiscate The New York Times’ records on the AEY scandal (as was reported to CPJ by NYT); and the murder of Kosta Trebicka, the AEY whistle-blower, to name a few.  

 

Sali Berisha’s corruption, abuse of human rights, criminality and mockery of democratic institutions must come to an end, and America and the European Union have very blunt tools at their disposal to put Berisha in his place.  They should immediately and publicly demand Berisha’s unconditional and full compliance with all democratic principles and the rule of law, including cessation of attempts to undermine investigations related to corruption, the Gerdec explosion, AEY and other maters.  And if he does not, Berisha should be told in no uncertain terms that Albania’s dreams of NATO and EU membership will be placed in jeopardy.

1993 liess Salih Berisha 2 bekannte Journalisten verhaften, weil sie über Militärische Bewegungen in Nord Albanien berichteten. Die Koha Jone, von Nikoll Lesi, brannte er dann 1997 ab, wobei Tritan Shehu, der ausführende Teil war, auf direkten Befehl von Salih Berisha!

Arrestimi Frangaj-Leka Lesi: E vërteta pas 18 vitesh

TIRANE - Gazeta Shqiptarja.com vazhdon sot publikimet e dëshmive mbi arrestimin e dy gazetarëve Aleksandër Frangaj kryetedaktor i Koha Jonë në 1993 dhe Martin Leka, zv.kryeredaktor i kësaj gazete. Nikoll Lesi, ish-botuesi i “Koha Jonë”, aktualish zv. ministër rrëfen historinë e arrestimit në 1994 të dy gazetarëve pasi bënë një shkrim për lëvizjen e forcave të ushtrisë në veri të vendit me një urdhër të Safet Zhulalit. Kjo u konsiderua si sekret shtetëror dhe për këtë arsye, u mor ndaj tyre një urdhër arresti. Rrëfimi vjen pas një tjetër dëshmie të dhënë nga ish kryetari i Gjykatës së Kasacionit, Zef Brozi, i cili në intervistën e botuar dy ditë më parë po nga kjo gazetë, kujtoi mirë gjyqin si dhe faktin se një ndër arsyet që Sali Berisha e shkarkoi dhe persekutoi ishte pikërisht arrestimi i këtyre dy gazetarëve.
