One year earlier, during a government meeting, the head of the government warned that there would be no more private beaches that occupy the entire sand area, promising that this year the citizens would be able to enjoy the public spaces.

The abuses with the beach sand areas are visible. The occupied private beaches have made disappear even the few areas left by the communes and municipalities as public beaches in Durres, Shkembi i Kavajes, Golem and Gjiri i Lalzit.

Public Health Institution specialists warn for a fast spread and growth of insects all over the country. The specialists have monitored the entire territory, and they expressed their concern for the wide spread of tiger mosquitoes, flies and rats.

â€œThere are problematic areas in the entire country, starting from Tirana, Durres, Shkoder and the Himara coastline, which are filled with insects that could transmit some dangerous diseases that have not circulated in Europeâ€, said the specialist Silva Bino.

After an apparent dispute over a piece of land, Gjoka is said to have shot him in the town of Lezhe, northern Albania.
Serious crimes

Soon afterwards he fled to Britain claiming asylum and settled in London.

In his absence he was convicted and sentenced to 20 years in prison.

At an extradition hearing at City of Westminster Magistrates’ Court on Friday a district judge ruled that Gjoka should be sent back to Albania to face justice.

Albanian criminals ‘hiding in London’

Police in Albania have told Scotland Yard there may be more than 100 dangerous criminals from their country, hiding in Britain, many of whom could have settled in London.

Marash Gjoka is one such fugitive who has been living in south-east London for 10 years, but has been convicted of murder and sentenced to 20 years in Albania, in his absence.

Although the Municipal Councils for Shengjn Municipality have not been constituted yet, the new Mayor, Salvador Kacaj, has started his work for improving infrastructure in service of the tourism.

The workers have started to plant decorative trees in the entire segment. This project was financed by donations of business companies who operate in this town. The new Mayor Salvador Kacaj thanked them for the support that was given to the Municipality, in order to improve the infrastructure and create a better environment for the visitors of this tourist area. He also announced the solution of the garbage dumped at sea.

The investment that was inaugurated includes 1500 decorative trees, which will be followed by other similar projects.

Public Health Institution specialists warn for a fast spread and growth of insects all over the country. The specialists have monitored the entire territory, and they expressed their concern for the wide spread of tiger mosquitoes, flies and rats.

â€œThere are problematic areas in the entire country, starting from Tirana, Durres, Shkoder and the Himara coastline, which are filled with insects that could transmit some dangerous diseases that have not circulated in Europeâ€, said the specialist Silva Bino.

According to Bino, insects in Albania used to be fought with different toxic substances, but this competence has passed to the local administration, and a great part of them have not established the adequate sectors that should make this service, or they do not cooperate with the Public Health Institution.

â€œThis is the most neglected sector, regarding vectorsâ€™ controlâ€, Bino declared.

According to Bino, the citizens themselves should be more aware about public hygiene, while the local governments should at least make periodic inspections of the hygienic conditions.

â€œPrivate enterprises do not spend money on hygienic conditions. We see insects in Tiranaâ€™s restaurants. People should be careful also with the rubbish bins, stagnant water and not leaving spoiled food around, because it could be a good shelter for insects and miceâ€, Bino declared.

Although more time and money is being spent today for improving the life of the citizens, these alarms show that Albania lacks of the implementations of basic hygienic rules, which are directly connected with peopleâ€™s health.

FBI Wanted Suspect Arrested in Albania
Albanian police arrested on Wednesday evening in Tirana Gazmir Gjoka, a suspected drug dealer wanted in New Jersey on charges of conspiracy to distribute narcotics.

Interpol had earlier issued an international arrest warrant for Gjoka, a 56-year-old Tirana native with US residence.

The FBI, in conjunction with Immigration and Customs Enforcement and Alcohol, Tobacco and Firearms had charged Gjoka and 25 other individuals with a long list of crimes including narcotics and firearms trafficking, money laundering, interstate transportation of stolen property, and criminal conspiracy.

Three other suspects, aside from Gjoka, are presently fugitives.

â€œThis is the culmination of a joint operation between the federal agencies that began in late 2003 with targets in Albania, Macedonia, Kosovo, Serbia, Canada, the Netherlands and the United States,â€ said in a statement in March the US law enforcement agency, referring to the operation to dismantle the criminal syndicate, code named ‘Black Eagle’.

The operation led to the coordinated arrests of 17 of the 26 defendants over a period of five days in various cites throughout the New Jersey â€“ New York area.

â€œThis case vividly illustrates how crime has become global,â€ said Weysan Dun, Special Agent In Charge of the FBIâ€™s Newark Field Office.

â€œAlthough the individuals recently arrested conducted their criminal activity in a variety of cities and towns throughout New Jersey, they all had associations and connections in Albania, Macedonia, Kosovo, Serbia, Canada, the Netherlands and the United States,â€ Dun added.

2. (S) Yet the firing of a high level official dealing with
significant monetary revenues for the government so close to
national elections has caused many to speculate on the
political motivations. Sources within the Customs Agency
have told Post that one reason for Dervishi’s dismissal could
have been the souring of relations between Customs and
certain businesses, caused by Dervishi’s rough-handed
approach. Others claim that Dervishi did not bring in
sufficient bribe money to the ruling party’s election
campaign coffers, as reportedly requested by Finance Minister
Bode (see reftel).

3. (C) Dervishi’s replacement, Endri Pema has served for 15
years in the Customs Agency, a rarity in a country where
everyone down to the janitor is replaced when a new political
party comes to power. Media have pointed out that Pema’s
wife’s sister is a close friend of Prime Minister Berisha’s
daughter, but the tie is tenuous at best. According to
Customs sources, Pema is a technocrat who has dealt strictly
with administrative issues his whole career and is far from a
political player. They do not see Pema’s appointment as
political, but as a temporary fill for a position that has
historically been given to political players close to the
ruling party.
